The Town of Whitby regulates parking through the Traffic By-law. Learn about how we work to keep the community safe and efficient with our variety of parking options, parking tickets and short term on-street parking registration.
There is no overnight parking from November 1 to April 15, from 2:00A.M. to 6:00A.M. to assist with winter road maintenance. During a winter snow event please move your vehicle off the road. Parking that interferes with snow clearing operations is prohibited and you may receive a parking ticket. Vehicles parked on the street during a snow storm prevent effective snow clearing operations. The Town needs your help to keep the streets clear for snow removal.
We understand that, on occasion, there may be special circumstances (example: driveway repairs) that require you to park on-street for longer than 3 hours. Residents can register for short term on-street parking exemption by completing the On-Street Parking Online Registration Form.
Maximum of 12 weeks of street registration per residence. You must be the home owner / tenant to register for street parking.
During a winter event (Town wide road plowing/salting), all parking exemptions are cancelled to allow snow plow vehicles to safely clear the roads. Parking on the road during a snow event is prohibited.
Need to park on the street because of a Town construction project (sidewalk/boulevard repair) you still need to register to park on the street. Construction-related requests don’t count towards your annual parking pass limit ( 12 weeks per year for personal use).
The personal information collected on this form is collected under the authority of the Municipal Act, 2001. The information collected will be used by the Town of Whitby to administer the Town’s Short-Term on-Street Parking Registration Program. Private parking lots, those not owned by the Town, may continue to enforce their own parking rules. Please ensure you read and understand the posted parking rules of where you are going to visit or shop. You may receive a ticket for parking on private property without consent if you do not follow the rules.
Conservation Area Parking (CLOCA):
Certain conservation areas in Whitby require payment to be made when accessing the parking lots. Heber Down's is one location where paid parking is in effect. An annual Parking Pass is available for $75 (HST incl.). This Pass covers parking fees and general admission (excludes Maple Syrup Festival) to all eight of Central Lake Ontario Conservation’s (CLOCA's) public Conservation Areas for a period of one year from the date of issue.
Parking fees are invested right back into our Conservation Areas (Central Lake Ontario Conservation is a non-profit organization and registered charity).

You can use the Town's smart meters installed on Centre Street North between Dundas St. and Mary St. The user-friendly meters accept credit cards and coins. |
Pay by phone with HonkMobile |
If you're using paid on-street parking spaces or municipal parking lots in Whitby or Brooklin, you can pay by phone for municipal parking using the HonkMobile application. Download the HonkMobile application through the App Store or Google Play on your mobile device. If you have an iOS or Android device, the app is free. You can benefit from HonkMobile in multiple ways because you can:
Parking enforcement for HonkMobileAlthough your parking time is not displayed on the meter with HonkMobile, Parking Enforcement Officers use a wireless handheld device to detect when you've paid for your parking. Ticket voidsWhile we make every effort to ensure you don't receive a ticket after paying to park with HonkMobile, communication and technology issues occur from time to time. Metered parking |
You can use one of 274 parking meters for on-street parking spaces throughout our Downtown. Maximum parking is two hours for a rate of $1.65 per hour. Free parkingParking is free weekdays after 6 p.m. and on Saturdays, Sundays and holidays. Please continue to respect the two hour maximum for metered parking. If you have a valid accessible parking permit, you may also park free of charge at metered spaces. Prohibited parking hoursYou are prohibited to use metered parking on Dundas St. between Brock St., Euclid St./Henry St. during the hours of 4:30 p.m. and 6 p.m. On street parking on Mary St., between Brock St. and Byron St., is also prohibited between 7:30 a.m. and 9 a.m. and 4:30 p.m. to 6 p.m. This helps support traffic flow during rush hour. From November 1 to April 15, you are prohibited to park on any road or street between the hours of 2 a.m. and 6 a.m. There are no exemptions to these time restricted rules. Those with accessible permits are not eligible for an exemption to these rules. |
Our rate for using municipal parking lots is $1.10 per hour. You can find pay and display ticket machines in each parking lot that accept Visa, Mastercard and coins. Upon depositing either coins or inserting a credit card, a ticket is issued by the machine. The ticket is then placed face up on the car dashboard with the expiry time clearly visible. Ticket machines located in Brooklin only accept coins. Overnight parking is not permitted.
Free parking |
We offer free parking every weekday after 6 p.m. and on Saturdays, Sundays and holidays. Please continue to respect the three hour maximum time limit for parking lots. If you have a valid accessible parking permit displayed in your vehicle, you can park free of charge in any parking lot. |

Leased parking passes |
If you are interested in leasing a parking space for municipal lots numbers 3, 6 or 9, you can contact Transportation Services for details and to receive a parking pass in the mail. This parking pass allows you to regularly use parking spaces with the convenience of a parking pass instead of having to purchase and display your parking ticket every day. If you have a disability and would benefit from parking designed and located to assist with accessibility, you can apply for an accessible parking permit. Accessible parking spaces are available in the municipal parking lots. These parking spaces are marked with a posted sign. Time limits still apply, and no overnight parking is permitted.
You must have a valid accessible parking permit displayed in your vehicle, and the permit holder must have been in the vehicle to use an accessible parking permit. You will be charged a minimum fine of $450 if you do not have a valid permit displayed.
Persons providing home health care services can apply for street registration when providing services in a client's homes.

Approved applications will receive confirmation via email. No physical permit will be provided. Home care worker vehicles will be provided an exemption from the following Town of Whitby Traffic By-law # 1862-85, as amended regulations:
• Parked November 1 to April 15, 2:00A.M. to 6:00A.M.; and,
• Parked longer than three hours (or signed time limit, if posted otherwise).

We acknowledge the valuable service our veterans provide to our Country. If you are a veteran and have a vehicle displaying a veteran licence plate, you have access to free parking at on-street metered parking spaces and in municipal paid parking lots for the allotted maximum times.
During COVID please remember that school drop-off and pick-up times will be busier than normal. Don't forget to follow parking regulations and respect Crossing Guard instructions who are keeping children safe every day. If your commute takes you past school zones please give yourself some extra time due to this increased volume.

The Draft Parking Master Plan report was presented to Committee of the Whole on June 25, 2020. The Parking Master Plan Status Update Report was presented at the Committee of the Whole Meeting on Monday May 13, 2019.
