Nominations |
Nominations may be filed in person or by an agent with the Office of the Town Clerk beginning on Monday, May 2, 2022 until Thursday, August 18, 2022, during regular business hours (Monday to Friday from 8:30 a.m. to 4:30 p.m.) and on Nomination Day, Friday, August 19, 2022 from 9:00 a.m. to 2:00 p.m. In accordance with the Municipal Elections Act, nominations must be filed using the prescribed forms, accompanied by the prescribed nomination filing fee and nominations for an office on a council must be endorsed by at least 25 persons. The filing fee is $200.00 for the office of Mayor and $100.00 for all other offices. The filing fee is payable by cash, debit, certified cheque or money order. The prescribed Nomination Paper – Form 1 and Endorsement of Nomination – Form 2 issued by the Ministry of Municipal Affairs and Housing can be accessed below. Please note that candidates for school board trustee do not have to submit the Endorsement of Nomination - Form 2. Endorsement of Nomination - Form 2 If a nomination for a candidate is filed by an agent, a letter must be submitted at the time of filing which authorizes the agent to file on behalf of the candidate. The letter must be signed by the candidate, and commissioned or notarized by a person authorized under the Commissioners for Taking Affidavits Act or Notaries Act. In addition to this letter, an agent must also provide a copy of the candidate's ID to be retained on file. No person who proposes to be a candidate may solicit or accept contributions for election purposes or incur campaign expenses until a nomination paper has been filed. To run for office, you must be eligible to vote in the election. On the day you file your nomination, you must be a Canadian citizen aged 18 or older, qualify as a resident or non-resident elector (see above on eligibility to vote), and not ineligible under the Municipal Election Act or any other Act or otherwise prohibited by law to be nominated for or to hold the office. |

Campaign Finances and Campaign Period |
Each candidate who runs in a Municipal Election must file a Financial Statement with the Municipal Clerk. These statements will be made public. The prescribed Financial Statement – Form 4 issued by the Ministry of Municipal Affairs and Housing can be accessed below. Your campaign period begins on the day the Clerk receives your nomination. Compliance Audit Committee |
The Compliance Audit Committee (CAC) reviews and considers compliance audit applications submitted by an elector who believes that a Candidate or Registered Third Party Advertiser has contravened a provision of the Municipal Elections Act (MEA) relating to election campaign finances. The CAC is also responsible for reviewing reports submitted by the Town Clerk with respect to any contributor who appears to have contravened any of the contribution limits to a candidates’ election campaign or to a Registered Third Party Advertiser. Plan Your Vote |
Plan Your Vote is a online election information tool designed to assist electors identify if they are on the Voters’ List, submit an application to add or revise their information on the Voters’ List, identify who their candidates are, find additional information on candidates, and identify their voting location(s). Following the filing of their nomination papers, candidates may use the Candidate Intake Form linked below to submit information on their candidacy along with a photo to share with electors on the Plan Your Vote webpages on the Town of Whitby’s website. Providing candidate information for inclusion on Plan Your Vote is optional, and a candidate may submit all, some, or none of the fields. The Candidate Intake Form is open to all candidates who are required to submit their nomination to the Clerk of the Town of Whitby (e.g. Mayor, Regional Councillor, Ward Councillor, DDSB Trustee, DCDSB Trustee).
