Official Plan and Zoning By-law

The Town of Whitby's Official Plan and Zoning By-law regulate land use and planning in our community. You'll need to make sure that your building or planning proposal complies with the Official Plan and Zoning By-law.

Planning and Development fees

Check out our planning and development fees to find out how much it costs to submit each type of development and planning application. Payment can be made by cheques (mailed or dropped off), cash or debit (in-person).

Payment can be made by cheque made payable to the Corporation of the Town of Whitby, or in person at Town Hall (by cash or debit).  

Appeals

Only specified persons or prescribed bodies can appeal a decision regarding planning and development applications to the Ontario Land Tribunal (OLT).  For more information, please visit the OLT's website.

Development charges

Depending on your application, you may need to pay development charges to cover the cost of infrastructure to service your new development. Review the development charges for the Town of Whitby.

Conveyance of Parkland and Cash-in-Lieu of Parkland By-law

The conveyance of parkland and/or the payment of cash-in-lieu of parkland, or other recreational purposes, is required as a condition of approval for developments.  For more information regarding parkland dedication, review the Parkland By-law # 7733-21 .
