Official Plan Amendments

If your proposed planning application doesn't conform to the Town of Whitby's Official Plan, you'll need to apply for an Official Plan Amendment.

Before you apply

Before you start the application process, you need to book a pre-consultation to review your proposal and make sure you have all the necessary documents before you apply.

Application

Please complete the Official Plan Amendment Application and submit it by email.

The Town is also accepting hard copy submissions of the Application for Official Plan Amendment which should be submitted by mail to:

We will review the application materials and consult with any necessary external organizations or internal departments before a staff recommendation report is considered by Council. Depending on the nature of the application, final approval may come from:
