Heritage Conservation Districts

The Town of Whitby has two Heritage Conservation Districts. Heritage Conservation Districts (HCD's) are designated under Part V of the Ontario Heritage Act and help preserve heritage resources and manage development within the HCD. This includes:

  • Architecture
  • Streetscapes
  • Landscapes
  • Mature vegetation
  • Other physical and visual features

Heritage Conservation Districts are not limited in size and can consist of residential, commercial or institutional buildings.

The Town of Whitby has passed By-laws 8279-26 and 8280-26 to adopt the updated Heritage Conservation District Plans. 
The updated Plans, a description of the study, and map of lands subject to the Plans, are available below.
Any Notices of Appeal must be filed with the  Town Clerk by 4:30 pm on June 10th, 2026.

Final recommended Heritage Conservation District Plans will be considered at Committee of the Whole March 23rd, 2026.

The Town of Whitby, and its consultant Stantec Consulting, are undertaking a review and update of the Town’s two Heritage Conservation District Plans – Brooklin HCD Plan and Werden’s Plan Neighbourhood HCD Plan.

The Town is seeking your input regarding how the HCD Plans can continue to best preserve the cultural heritage resources within each of the Districts, while also encouraging compatible (re)development.  The project will include open houses and public meetings, and is anticipated to be completed by the end of 2025.

Brooklin Heritage Conservation District

The Brooklin Heritage Conservation District Plan includes conservation and renovation guidelines, policies and strategies, for buildings and properties located within the Brooklin Heritage Conservation District.

If you own a property in this area, you will need follow all guidelines outlined in the Brooklin Heritage Conservation District Plan, and will require a Heritage Permit prior to doing any proposed work.

The Werden's Plan Neighbourhood Heritage Conservation District Plan includes guidelines, policies and strategies to help conserve the heritage elements within Downtown Whitby.
