The Town of Whitby welcomes today’s announcement that the Government of Ontario will introduce legislation to permanently eliminate tolls on the provincially owned section of Highway 407 East — a move that represents a major benefit for Whitby residents, commuters throughout Durham Region, and local businesses.
Effective June 1, 2025, the elimination of tolls from Brock Road to Highway 35/115 is expected to save daily commuters thousands of dollars annually, reduce travel times, and ease traffic congestion on local roads — especially through the growing community of Brooklin.
As Whitby continues to experience strong residential and employment growth, enhanced access to the 407 East without tolls is also expected to attract new investment, encourage economic development along the corridor, and improve connections between key employment hubs across Durham and the Greater Toronto Area.
Whitby Council has strongly advocated for the removal of tolls on Highway 407 East, most recently approving motions to this effect in April 2025, December 2024 and March 2024.
The removal of tolls from Hwy. 407 East is something Whitby Council has advocated strongly for. I want to thank the provincial government for honoring their commitment and working with municipalities to provide real financial relief to Whitby commuters, improve traffic flow in our fast-growing community and make it easier and more cost-effective for people and goods to move throughout the region.

The province’s decision to permanently remove tolls on the 407 East is great news for our community, and reflects years of strong advocacy by our staff and Council. This change will significantly improve both local and regional connectivity, helping residents and visitors get to where they need to go more efficiently. Just as importantly, it will reduce through-traffic in Downtown Brooklin — making our streets safer, easing congestion, and supporting a more vibrant, walkable community.
