Residents invited to October 1 Public Meeting on Whitby’s future growth
The Town of Whitby is entering the final phase of its five-year Official Plan Review which will help set policy direction for how the town should grow between now and 2051 – and wants to hear from you.

Community engagement has been a key part of the Official Plan Review. In earlier phases, the Town invited residents to share feedback on future growth and development in specific areas, as well as overall priorities for how Whitby should grow over the next 30 years. Learn more about what we heard.
In this final phase, the Town invites residents to participate in a statutory Public Meeting on October 1, 2025, at 7 p.m. in Council Chambers, Whitby Town Hall. During the meeting, three Draft Proposed Official Plan Amendments will be presented for discussion:
Amendment 146 – General Policy Updates (Part I)
- File No.: OPA‑2023‑W/02
- Scope: Focused on proposed Town-wide policy and mapping updates for alignment with provincial law and Envision Durham, preparing for Whitby’s growth through 2051.
Amendment 147 – Technical Updates to Secondary Plans (Part II)
- File No.: OPA‑2023‑W/02
- Scope: Focused on proposed technical refinements to established Secondary Plan areas like Port Whitby and West Whitby to align with the technical changes in Amendment 146.
Amendment 148 – Brooklin Urban Expansion Area
- File No.: OPA‑2024‑W/06
- Scope: Proposed land-use planning updates to the Brooklin Urban Expansion Area up to 2051, responding to Envision Durham’s land allocation and growth forecasts.

- Submit Written Comments: Email clerk@whitby.ca by noon on October 1; include your full name, address, and amendment file number(s) you wish to comment on.
- Speak at the Meeting: Submit a Delegation Request Form to the Town Clerk by 8 a.m. on October 1 to speak in-person or virtually.
Next Steps
Input received on the Draft Proposed Amendments will be considered in preparing the Final Recommended Amendments to be brought forward for Council adoption in the coming months. Once approved, these amendments will complete the OP Review and support future planning in the community.
Quick Facts
- The Town's Official Plan guides where and how land in Whitby should be used. More specifically, the Official Plan sets out:
- where different types of development like housing, offices, shops, and roads will be located,
- where community uses like parks, trails, and schools will be needed, and
- what should be protected, such as the natural environment, historic properties, and other special places, like Whitby’s waterfront and downtowns.
- Whitby’s current Official Plan was last updated in 2018.
- This review will focus on updating key study areas to plan for more housing and job opportunities to the year 2051, while also conforming to changes in legislation and policy made by the Province.
