New culinary destination to celebrate local heritage while creating new jobs
A new chapter is set to begin for one of Whitby’s most historic landmarks. Town Council has approved a proposal to transform the historic James Rowe House – former residence of Whitby’s first mayor – into a vibrant waterfront restaurant and culinary hub.
The new lease agreement approved last night grants long-time Whitby resident and Cottage Dream Vacations Founder & CEO Ken Dunn the opportunity to bring his vision to life. Dunn’s proposal was selected following a competitive Request for Proposals for a new food and beverage concept at the site. The venue will also serve as the headquarters and culinary training centre for Cottage Dream Vacations’ network of resort properties.
Set to open by Spring 2026, the restaurant – called 301 Rowe – will feature fine French cuisine and a bistro open daily offering homemade baked goods. Dunn is also toying with the idea of a hidden speakeasy on the lower level – stay tuned!
Dunn’s concept intends to preserve and celebrate the architectural and historical significance of the building, ensuring it remains a proud symbol of Whitby’s past while helping to shape its future. The development is also expected to create up to 50 new local jobs.
The future restaurant is part of a series of coming investments and plans for Whitby’s waterfront, which include a new Visitor’s Centre, accessible dock for kayak and paddle board access, new outdoor seating areas, and public art. All are part of the Town’s Community Strategic Plan Vision of a vibrant waterfront and key actions to enhance the local tourism sector.
The transformation of historic Rowe House into a waterfront restaurant is another exciting step forward in our ongoing work to revitalize Whitby’s waterfront. This project will preserve an important piece of our town’s history and create a vibrant new destination for residents and visitors to enjoy.
