If you recently moved or are moving to a new development in Whitby, property owners of newly constructed homes will receive a tax bill for the value of the vacant lot only until the home is assessed by the MPAC (Municipal Property Assessment Corporation).
A supplementary tax bill will then be issued for taxes on the value of the house only. This process can take up to three years, and the tax bills will be retroactive to the date that you purchased the home or occupied the home.
To plan for these supplementary tax bills, you can use our property tax calculator to estimate an annual tax for your property. You would enter your purchase price to obtain the estimate.

Alternatively, you can sign up for the pre-authorized tax payment plan to have payments automatically deducted from your bank account in advance of the supplemental billing based on your estimated annual taxes.
MPAC is responsible for valuing all properties in the Province. Due to increased construction in the Town of Whitby and the Region of Durham, we can't predict when your property assessment will take place.
It could take anywhere from a few months up to three years, so we always want to encourage property owners to plan ahead.
Depending on the date of occupancy, a portion of your property taxes may have been mailed to the developer or previous owner. It is your responsibility, as the current property owner, to pay any outstanding property taxes.
You'll receive a supplementary bill once your property has been assessed by MPAC. This bill will cover the time from when the house was first built or occupied. You may receive multiple bills, one for each year since the purchase date. All future bills after the supplementary bill will reflect the combined value of the land and house and you'll no longer receive separate tax bills for the land and house.
