If a roadway is going to be partially or completely closed, you need to notify the following agencies about the date and time of the closure:
Road Permits

Depending on your project, you may be required to get a road permit before you begin. Review the road permits issued by the Town of Whitby.
Road Occupancy Permit (Work in Right-of-Way Permit)
A Road Occupancy Permit (Work in Right-of-Way Permit) is needed for any work that causes traffic disruptions, such as blocking lanes with materials, or equipment, or modifying roadways, sidewalks, curbs, or for an upcoming event, filming shoot and other areas within the right-of-way by cutting, excavation, boring, filling, adding, or altering.
Please complete the online Road Occupancy Permit (Work in Right-of-Way Permit) Application. If this is your first time applying for a Road Occupancy Permit (Work in Right-of-Way Permit), you will need to create an account.
It will take up to five business days to process your permit application. Once you receive approval, you need to have the permit with you at all times during the road closure.
Culvert Permit
If you need to add a culvert to your property or development, you'll need to apply for a culvert permit. Please complete the Application for Culvert and submit it by email.

Gateway Removal Grant Program
The Town is introducing the Gateway Removal Grant Program to assist eligible homeowners with the removal of certain deteriorated masonry features associated with original residential developments. This letter provides an overview of the program, including eligibility criteria, scope of work, and application requirements. Through initial inspections you have been deemed eligible for such grant.

Apply for an Oversized Load Permit
If you are planning to transport an oversized vehicle, load, equipment, structure, or other object that will occupy or travel on a Town of Whitby roadway, you may be required to obtain an Oversized Load Permit before the movement takes place.
The permit process helps the Town review the proposed movement, confirm that the route can safely accommodate the oversized load, and identify any conditions or requirements needed to protect road users, municipal infrastructure, and the travelling public.
When do I need an Oversized Load Permit?
An Oversized Load Permit may be required when a vehicle or load exceeds the normal dimensions or other requirements permitted on a Town roadway.
Examples may include:
- Oversized construction equipment
- Heavy equipment or machinery
- Large structures or components
- Wide or long loads
- Overheight loads
- Other vehicles or loads that require special consideration when travelling on Town roads
Applicants are responsible for determining whether additional provincial or regional permits are required. Municipal approval from the Town of Whitby does not replace any permit, approval, registration, or authorization required by the Province of Ontario or another road authority.
Types of Oversized Road Occupancy Permits
The Town of Whitby provides oversized road occupancy permits for both individual movements and recurring operations.
Single Trip Oversized Road Occupancy Permit
A Single Trip Oversized Road Occupancy Permit is intended for a specific oversized movement or trip on Town roads.
Yearly Oversized Road Occupancy Permit
A Yearly Oversized Road Occupancy Permit may be appropriate for applicants who regularly require oversized road occupancy authorization.
The Town may establish conditions, restrictions, or requirements that apply to the permit.
Required Information
Applicants should be prepared to provide information about the vehicle, load, proposed route, and travel requirements, including:
- Applicant or company name and contact information
- Vehicle type and licence plate number
- Number of axles
- Gross vehicle weight and axle weights, where applicable
- Description of the load
- Overall width, height, and length
- Total vehicle and load dimensions
- Total gross weight
- Proposed date and time of travel
- Origin and destination
- Proposed route
- Supporting documents, diagrams, route maps, or traffic control plans, where applicable
Road Occupancy Permit
Oversized Load Permits are administered as part of the Town's Road Occupancy Permit (ROP) process.

Route Review
The Town may review the proposed route to determine whether the movement can be accommodated safely.
The review may consider:
- Road width and geometry
- Bridges and structures
- Overhead utilities
- Traffic signals and signs
- Streetlights
- Curbs and sidewalks
- Road construction or maintenance activities
- Traffic conditions
- Other restrictions or municipal operations
The Town may require the applicant to modify the proposed route, travel time, or method of transportation before a permit can be issued.
Permit Conditions
An approved permit may include specific conditions for the movement, including:
- Approved travel dates and times
- Approved route
- Traffic control requirements
- Escort or pilot vehicles
- Warning signs and lighting
- Speed restrictions
- Protection of municipal infrastructure
- Coordination with Town departments or other agencies
- Restrictions related to weather, construction, events, or road conditions
The permit holder is responsible for complying with all conditions of the permit.
Permit Fees
The Town of Whitby's Fees and Charges By-law establishes fees for oversized road occupancy permits.
Current fees include:
- Single Trip Oversized Road Occupancy Permit: $140.04 per trip
- Yearly Oversized Road Occupancy Permit: $420.91 per year
Fees are subject to change. Applicants should confirm the current fee before submitting a request.
Important Information & Additional Permits (MTO and Region of Durham)
Obtaining an Oversized Load Permit from the Town of Whitby does not authorize travel on roads controlled by another road authority. If your proposed route includes regional or provincial highways, you must secure separate authorizations:
1. Ministry of Transportation (MTO) — Provincial Highways
If your route includes Ontario’s King’s highways or provincial property, you must obtain an oversize/overweight permit from the Ministry of Transportation (MTO).

2. Regional Municipality of Durham — Regional Roads
If your route includes roads operated by the Regional Municipality of Durham (Regional Roads), separate regional approval is mandatory.

Applicants are responsible for ensuring that all applicable legislation, municipal permits, regional approvals, provincial registrations, insurance requirements, and safety measures are fully satisfied prior to travel.
