Off Leash Dog Parks

Treat your dog to playtime at an off-leash dog park in the Town of Whitby. 

Hours and locations

Off-leash dog parks are open from:

  • April 1 to September 30 from 6 a.m. to 10 p.m.
  • October 1 to March 31 from 6 a.m. to 8 p.m.

There are two off-leash parks in the Town:

  • Cochrane St. N.
  • Jeffery St. S.

Both have fenced perimeters as well as separate fenced areas for small dogs.

Cochrane Street North

The Cochrane Street North off-leash dog park is located within the Heber Down Conservation Area at the south end of Cochrane St., south of Winchester Rd. W. (Highway 7).

To use the off-leash dog park and trail, you must either:

  • Pay for parking at the conservation area pay-and-display machine
  • Purchase an annual pass that covers all parking fees and general admission to Central Lake Ontario Conservation Areas for one year from the date of purchase

Jeffery Street South

The Jeffery Street South off-leash dog park is located at the north end of Jeffery St., north of Victoria St. W., next to the Lynde Shores Conservation Area. This location has free parking for people using the off-leash dog park during its hours of operation. 

Whitby Animal Services

All dog owners who use Town off-leash dog parks are responsible for knowing and abiding by all local and provincial dog laws. Whitby Animal Services Officers patrol off-leash dog parks and have the authority to ask you to leave off-leash areas at their discretion.

Code of conduct for dog handlers

When you use Town off-leash dog parks, you do so at your own risk. As a dog handler, you are legally responsible for the safety, conduct and any injuries or damage caused by dogs under your care. Dog handlers must be 16 years of age or older to use the leash-free dog park.

Follow these rules to ensure everyone stays safe in off-leash dog parks:

  • Immediately pick up after your dog and dispose of waste in the designated containers
  • Ensure your dog is licensed and vaccinated
  • Leash your dog before entering and exiting
  • Bring no more than three dogs per owner/handler
  • Do not bring small children to the off-leash dog park
  • Do not bring dogs that are in heat, sick or aggressive
  • Keep your dog under verbal control and within sight at all times
  • Do not allow your dog to dig holes
  • Do not bring food or breakable containers into the park
  • Limit the use of toys and treats to prevent dog-to-dog conflict
  • Do not bring puppies under the age of four months
  • Do not bring injured, stressed or older dogs with physical impairments
