The Whitby Transportation Master Plan (TMP) study provides guidance for the creation of efficient and safe transportation throughout the Town of Whitby. It considers long-term growth to determine our road needs and major transportation networks.

To complete the TMP, a consultation strategy was developed to ensure that the TMP was designed to fit the Town's and the community's needs. View the consultation strategy and findings gathered from Public Information Centre materials and comments and final responses to feedback.

Purpose of plan

The purpose of the Transportation Master Plan is to:

  • Identify mobility infrastructure needs
  • Identify improvements to transportation policies and standards
  • Develop an implementation plan to prioritize infrastructure planning and construction
  • Integrate with the requirements of the Municipal Class Environmental Assessment

Recommendations

The TMP provides recommendations on managing transportation demand, encouraging and facilitating public transit and managing transportation supply.

The TMP works to manage transportation demand to reduce travel, congestion and pollution with improved networking. The following strategies were recommended to achieve Town objectives:

  • Adopt a TDM policy for the TDM strategies
  • Develop a trip reduction program for our municipal offices and facilities
  • Engage major employers and institutions to participate in trip reduction initiatives
  • Encourage development of mobility hubs
  • Participate in the Region's commuter lot feasibility study
  • Include TDM in the development process

Active Transportation Strategy recommendations are to:

  • Adopt an Active Transportation Policy
  • Develop guiding principles for streets
  • Revise the cycling and leisure trails strategy
  • Identify missing links in the cycling network with a focus on key sub-area needs and opportunities

Further recommendations are also provided for the Region of Durham and can be viewed in the TMP.

Recommendations were provided for transit to help reduce the auto share travel within our Town. They are to:

  • Develop a Transit Oriented Development (TOD) Policy
  • Focus on key areas for transit supportive development based on the sub-area assessment
  • Complete a People Mover Special Study in sub-area 1 and 2 (Lakeshore and South Whitby)
  • Designate and support implementation of higher order transit corridors
  • Coordinate with the Region to implement a transit priority plan
  • Identify and protect for missing links that could benefit transit

Recommendations were provided to meet the TMP goal of reducing automobile travel by 15% for a more sustainable and efficient transportation network. The TMP provides recommendations for the following areas:

  • Transportation systems management
  • Roadway and corridor network improvement plan
  • Screenline capacity improvements
  • Other sub-areas network improvements and future corridor protection
  • Sub-area's within our Town
  • Road classification
  • Mitigating traffic infiltration in local neighbourhoods
  • Roundabouts
  • Public education regarding roundabouts
  • Goods movement strategy
