Learn about becoming a candidate or registered third party advertiser

On March 25, 2026, the Ministry of Municipal Affairs and Housing hosted a Virtual Candidate Information session for persons interested in running in the upcoming municipal election or registering as a third party advertiser. The recording of that session is available below.

AMO Workshops Supporting New and Underrepresented Candidates

The Association of Municipalities of Ontario (AMO) is offering a series of free online workshops to support individuals who may be interested in running for municipal office in the 2026 Ontario municipal elections. These sessions are designed to help prospective candidates better understand the role of municipal council, what it means to serve the community, and how to prepare for a successful campaign.

As part of AMO’s Healthy Democracy series, several workshops focus on supporting first time candidates, underrepresented candidates, including Youth and Urban Indigenous community members. Workshops start in March 2026 and run through June 2026. 

All workshops are offered free of charge and delivered virtually, making them accessible to anyone in Ontario who is considering running for municipal office in 2026.

Nomination Period

The nomination period for the 2026 Municipal Election will open on Friday, May 1, 2026. Nominations may be filed in person or by an agent with the Office of the Town Clerk, 575 Rossland Road East, Whitby, beginning on Friday, May 1, 2026 until Thursday, August 20, 2026, during regular business hours (Monday to Friday from 8:30 a.m. to 4:30 p.m.) and on Nomination Day, Friday, August 21, 2026 from 9:00 a.m. to 2:00 p.m.

Acceptable Identification for Candidates

Candidates must provide photo identification which includes their name and qualifying address in Whitby, or one piece of identification with their name (or their spouse’s name) and qualifying address and a second piece of identification with their name and photo.

If the nomination is being filed on behalf of a candidate by an agent, the agent must provide a letter authorizing the agent to file on behalf of the candidate and the letter must be commissioned or notarized by a person authorized under the Commissioners for Taking Affidavits Act or Notaries Act. The agent must also provide the candidate's identification or certified true copy of the candidate's identification that meets the acceptable identification requirements noted above.

Nomination Fee

In accordance with the Municipal Elections Act, 1996, the following fees are payable at the time you file your nomination:

  • $100 for candidates for Council or School Board Trustee
  • $200 for candidates for Mayor

Payment must be made in-person at the time of your nomination filing appointment by cash, debit, or certified cheque or money order made payable to the Town of Whitby. Payment by credit card, personal cheque, or e-transfer is not permitted. 

The nomination fee is refundable if a candidate files their financial statements prior to 2:00 p.m. on Tuesday, March 30, 2027.

File Your Nomination

Please book an appointment to file your nomination paper to become a candidate in the 2026 municipal election. Walk-ins will be accomodated, and wait times will vary based on availability.

Note: Due to high demand for appointments to file nominations on May 1, additional time slots have been added for that day. To book the additional time slots on May 1, please use the booking tool below titled, "Additional May 1 Nomination Filing Appointments".

Nomination Paper and Endorsement of Nomination Forms

The prescribed Nomination Paper - Form 1 and Endorsement of Nomination - Form 2 provided by the Ministry of Municipal Affairs and Housing are available below.

Only an original copy of Nomination Paper - Form 1 is acceptable.

When you fill out the nomination form, write down your name as you want it to appear on the ballot. If you normally go by a different name than your legal first name, you may use that name provided that the Clerk agrees. You do not have to provide all of your names under the box entitled “Given Name(s)” on the form. Only provide the one(s) that you want to appear on the ballot. If your legal name is a single name, you do not have to provide any given names.

Only the nomination of a person for an Office on Council must be endorsed by at least 25 persons. You do not have to submit endorsement signatures if you are running for school board trustee. 

Anyone providing an endorsement signature must fill in their name and address, including the postal code. Anyone providing an endorsement signature must be eligible to vote in the Town of Whitby on the day that they signed the endorsement. In addition to their endorsement, they will also be required to sign a declaration that they are eligible to vote in the Town of Whitby. A person who is eligible to vote in the Town of Whitby may provide endorsements to as many candidates as they would like and may endorse candidates for any office on the municipal council. A person who is running for a ward councillor office may submit signatures from voters who do not live in that ward.

It is recommended that you obtain more than the minimum 25 endorsements in case any of the persons providing endorsement are not qualified electors in Whitby or if there is missing information from an endorser. Further, please note that only original copies of Endorsement of Nomination - Form 2 are acceptable. 

To run for Mayor or Regional Councillor you must be:

  • A Canadian citizen
  • At least 18 years of age
  • A resident of the Town of Whitby, or an owner or tenant of land in the Town of Whitby, or the spouse of the owner or tenant
  • Not legally prohibited from voting
  • Not disqualified by any legislation from holding municipal office

Who cannot be a Mayor or Regional Councillor candidate

The following people are disqualified from being elected as Mayor or Regional Councillor:

  • A judge of any court
  • A member of the Provincial Legislature, the Federal House of Commons or Senate who has not resigned from their office by the close of nominations. Proof of resignation must be provided by the close of nominations.
  • A candidate who failed to file the necessary financial statement or exceeded the prescribed spending limit in the last municipal election or by-election.

Town of Whitby and Region of Durham employees

Employees of the Town of Whitby or Region of Durham who wish to run for Mayor or Regional Councillor must take an unpaid leave of absence before filing a nomination paper. Documentation proving leave of absence is required.

To run for Local Councillor you must be:

  • A Canadian citizen
  • At least 18 years of age
  • A resident of the Town of Whitby, or an owner or tenant of land in the Town of Whitby, or the spouse of the owner or tenant
  • Not legally prohibited from voting
  • Not disqualified by any legislation from holding municipal office

Who cannot be a Local Councillor candidate

The following people are disqualified from being elected as Local Councillor:

  • A judge of any court
  • A member of the Provincial Legislature, the Federal House of Commons or Senate who has not resigned from their office by the close of nominations. Proof of resignation must be provided by the close of nominations.
  • A candidate who failed to file the necessary financial statement or exceeded the prescribed spending limit in the last municipal election or by-election.

Town of Whitby employees

Employees of the Town of Whitby who wish to run for Local Councillor must take an unpaid leave of absence before filing a nomination paper. Documentation proving leave of absence is required.

To run for School Board Trustee for the Durham District School Board or Durham Catholic District School Board you must be:

  • A Canadian citizen
  • At least 18 years of age
  • A resident in the area of jurisdiction of the board
  • Not legally prohibited from voting
  • Not disqualified by any legislation from holding municipal office

Who cannot be a School Board Trustee candidate

The following people are disqualified from being elected as a School Board Trustee, or from holding office on any school board:

  • A clerk, treasurer, deputy-clerk or deputy-treasurer of any municipality within the area of jurisdiction of the school board except those on an unpaid leave of absence
  • A member of the Provincial Legislature, the Federal House of Commons or Senate who has not resigned from their office by the close of nominations. Proof of resignation must be provided by the close of nominations.
  • A candidate who failed to file the necessary financial statement or exceeded the prescribed spending limit in the last municipal election or by-election

School board employees

  • Employees of any school board (including supply teachers) are disqualified from being elected as school board trustee or from holding office on any school board, except during a leave of absence.
  • The employee must be on a leave of absence before filing their nomination paper. Documentation proving leave of absence is required.

Each candidate who runs in a Municipal Election must file a Financial Statement with the Municipal Clerk. These statements will be made public. The prescribed Financial Statement – Form 4 issued by the Ministry of Municipal Affairs and Housing can be accessed below.

Your campaign period begins on the day the Clerk receives your nomination.

In most cases, your campaign will end on December 31, 2026. Exceptions are if you:

  • withdrew your nomination, your campaign ends on the date you informed the clerk in writing that you wanted to withdraw
  • were not certified as a candidate and your name did not appear on the ballot, your campaign ends on nomination day (August 21, 2026)
  • know you will not have any more financial activity, you can end your campaign at any time after voting day and before December 31, 2026

If you have extended your campaign to pay down a deficit, the end date for the extended campaign period will be the earliest of:

  • the day you notify the clerk in writing that you will be ending your campaign and not accepting any more contributions
  • June 30, 2027

The Compliance Audit Committee (CAC) reviews and considers compliance audit applications submitted by an elector who believes that a Candidate or Registered Third Party Advertiser has contravened a provision of the Municipal Elections Act (MEA) relating to election campaign finances. The CAC is also responsible for reviewing reports submitted by the Town Clerk with respect to any contributor who appears to have contravened any of the contribution limits to a candidates’ election campaign or to a Registered Third Party Advertiser. The Committee has the authority to:

  • Grant or reject a compliance audit application;
  • Appoint an auditor to conduct an audit where the application is granted;
  • Consider the auditor’s or Clerk’s report within 30 days of receiving it; and
  • Decide whether to commence legal proceedings against the Candidate, a contributor or Registered Third Party for any apparent contravention.
