Brooklin Transportation Master Plan
The Brooklin Transportation Master Plan (TMP) provides guidance on how to move people and goods within and around the Brooklin community. This plan is completed to support the Brooklin Study that works to guide and manage the growth of future urban areas in an integrated and balanced manner.

Appendix C – Natural Environment Report
The Natural Environment Report provides in-depth research into our existing natural environment including physical, terrestrial, aquatic, and natural heritage features and functions to support sustainable development of the TMP.
Appendix E – Archaeological assessment
An archaeological assessment was completed for the TMP to identify undisturbed archaeological remains and historical mapping that may interfere or support the development of transportation infrastructure.
Appendix F – Transportation Demand Modelling and Traffic Assessment Report
To develop an understanding of existing and future planned transportation networks, a Transportation Demand Modelling and Traffic Assessment Report was completed for the TMP.
Appendix G – Alternative solutions evaluation
Alternative solutions evaluations were completed to compare the different transportation alternatives against various criteria including transportation and technical, natural environment, socio-economic environment, cultural environment and cost to ensure all options were considered.

Purpose of study
The purpose of the Brooklin Transportation Master Plan is to:
- Identify mobility infrastructure needs
- Identify improvements to transportation policies and standards
- Develop an implementation plan to prioritize infrastructure planning and construction
- Integrate with the requirements of the Municipal Class Environmental Assessment
Recommendations

Preferred and recommended land use plan
The Preferred Land Use plans were finalized through SGL consulting, public and stakeholder consultation and final review to support the growth in population and employment by updating the previous demand macro-model assessment to confirm the Preferred Road Network for the TMP.
Preferred and recommended road network
Recommendations are provided for the following road needs:
- Alternate Route for Highway 7/12
- Arterial Road Network
- Mid-Block Arterial Corridor Assessment
- Collector Road Network
Recommendations identified for active transportation are to:
- Examine inclusion of bike lanes on arterial streets when they undergo reconstruction
- Create connections and comfortable intervals along and across creeks, streams, and natural corridors wherever possible
- Use the existing hydro corridor for a significant east-west trail connection
- Use the oil pipeline corridor as a crossing through the northern environmentally sensitive area
- Consider and include active transportation infrastructure on all road construction projects
- Further investigate infrastructure for cyclists and pedestrians within the Brooklin central business district
- Ensure that the needs of cyclists and pedestrians are considered in all transportation related studies and developments
Work with Durham Region and Durham Region Transit, the Province and Metrolinx, and the Federal Government, to develop long-term transit infrastructure improvements for:
- Taunton Road Rapid Transit (RT)
- Highway 407/407 Transitway
- Highway 2: Rapid Transit in Reserved Bus Lanes
- Simcoe street
Recommendations included in the transit strategies include:
- Develop a Transit Orientated Development policy
- Designate and support implementation of Higher Order Transit corridors
- Complete a Special Study to investigate and plan for alternative people movers and micro-transit opportunities systems to and from key destinations
- Coordinate with the Region and Durham Region Transit to implement a Transit Priority Plan
- Identify and protect for missing links that could benefit transit
Transportation Demand Management (TDM)
Transportation Demand Management (TDM) strategies include:
- Adopt a TDM Policy, and appoint and hire a TDM Coordinator
- Develop a Trip Reduction Program for the Town Municipal Offices and Faculties
- Engage major employers, institutions and school boards to participate in trip reduction initiatives
- Encourage the development of Mobility Hubs
- Include TDM in the development process
Recommendations to improve our intersections include:
- Realign Baldwin Street at Thickson Road to south of Brawley Road
- Implement a signal at the Conlin Road and Anderson Street intersection to accommodate a heavy westbound left-turn movement
- Roundabouts in new subdivision neighbourhoods and throughout our Town
As part of the TMP roundabout assessments were identified for:
- St. Thomas St., Queen St and Winchester Rd.
- Montgomery Ave., Way St, and Columbus Rd.
- Garden St. and Mid-Block Arterial
- Garrard Rd. and Mid-Block Arterial
- Baldwin St. and Roybrook Ave.
- Garrard Rd. and Conlin Rd.
- Baldwin St. and Carnwith Dr.
- Baldwin St. and Thickson Rd.
- Thickson Rd. and Brawley Rd. for the future
Roundabouts are recommended to also be considered in future developments along corridors including Ashburn Rd and Columbus Rd and at intersections within future subdivisions
Parking throughout the Brooklin Downtown area was assessed to and the recommendation was to create a Parking Master Plan (PMP) for Whitby's Downtowns that will:
- consider proposed and potential future development based on extend and location for immediate, medium-term and long-term timeframes
- develop a financial strategy to support future parking needs
- consider on-street paid parking for Downtown Brooklin
Access management downtown core
Access management addresses the design, implementation and management of entry and exit points. The following access management recommendations for the Downtown Core were identified:
- Increase safety by developing a strategy with future retrofitting or reconstruction projects to improve pedestrian crossings, possible turn restrictions, consolidation of driveways, and provision of auxiliary lanes
- Re-designate crossing roads and driveways to a lower functional level with higher level of land access without compromising safety and mobility
- Locate the access to the commuter and carpool lot north of Highway 407 and west of Baldwin St on the section of Mid-Block Arterial road that extends between Winchester Rd and Baldwin St to reduce the number of closely spaced intersections on Baldwin St.
Accessibility for Ontarians with Disabilities Act (AODA)
- Comply with the AODA requirements through Downtown Brooklin, including completion of a detailed study that will confirm inaccessible locations to be improved
- Widen exterior paths of travel to meet the minimum clear width of 1,500 m
- Provide tactile walking surface indicators at several locations along Baldwin St
- Upgrade the municipal off-street parking facility (3 Vipond Rd.) to meet minimum width requirements for accessible aisles and designated accessible parking spaces
