Participation at Public Meetings

The next regularly scheduled statutory public planning meeting will be held on Monday, June 16, 2025, to consider planning applications. Please find details about these applications under "When are our public meetings?" or review the meeting agenda on the Council and Committee Meeting calendar once available.

When are our public meetings?

Statutory public planning meetings are held approximately once every two months beginning at 7:00 p.m. Your public meeting may start later than 7:00 p.m. if there are several public meetings heard during a meeting. Staff reports with additional details regarding planning applications are generally published one week prior to the meeting date.

The next statutory public planning meeting will be held on Monday, September 8, 2025, to consider the following Planning Applications:

Participate in a public meeting

We welcome your active involvement in the community and invite you to attend our statutory public planning meetings in the Town of Whitby. To speak virtually during the public meetings, please submit a Delegation Request Form online to the Office of the Town Clerk by 8 a.m. on the day of the meeting. In-person delegations are also encouraged to submit a Delegation Request Form, but are not required to pre-register in order to speak at the public meetings. 

If you wish to comment on a matter being considered, you may submit written correspondence. Written correspondence must include your:

  • Full name
  • Address
  • Item on agenda

Submit your written correspondence to us by email to the Town Clerk. Please submit your letter by noon on the day of the meeting.

Interested parties who wish to be notified of updates pertaining to a matter considered at a Public Meeting may register for an active Interested Party List by submitting the request form below. Requests may also be submitted in-person during the meeting at a registration kiosk located in Council Chambers, Whitby Town Hall (575 Rossland Rd E.).

Note: The Interested Party List online registration form will close following the Public Meeting. To receive further notification from the Planning and Development Department about a particular application following a Public Meeting, send a request by email or in writing to:

Please include your name, address, postal code, email address and quote the appropriate file number(s) in your request.

If you don't make an oral submission at a public meeting or make a written submission to us before a decision is made, you are not entitled to appeal the decision of Whitby Council to the Ontario Land Tribunal. You may not be added as a party to the hearing of an appeal before the Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add you as a party.

Personal information that you provide in either an oral or written submission on an application is collected under the authority of the Planning Act R.S.O. 1990 and the applicable implementing Ontario Regulation. It will become part of the public record for the application.

What is a statutory public planning meeting?

A statutory public planning meeting allows Council to make local planning decisions within the timelines outlined in the Planning Act. Statutory public meetings provide you with an opportunity to give feedback on Council discussions that matter to you. We provide you with information and receive submissions about development applications considered and reviewed by Staff.

Public meeting format

Our public meetings are attended by:

  • Planning Chair (Member of Council) appointed by the Mayor
  • Staff from the Planning and Development Department
  • Staff from the Office of the Town Clerk
  • Members of the public
  • Stakeholders

To provide order to our public meetings, we follow these steps:

  1. Town Staff provide brief overview of the application
  2. You appear and provide your prepared discussion points
  3. Members of the public and stakeholders may speak and make an oral submission
  4. The Chair may call on you or Staff to provide clarification on matters raised
