Property Standards
All property owners in the Town of Whitby are required to maintain their properties in compliance with the minimum standards found in the Property Standards By-law and Property Boulevard Maintenance By-law.
General guidelines
Please review some of the general property standards guidelines:
- Grass and weeds must be less than 15 cm in height
- Your property must be free of garbage, refuse and debris
- You must maintain all buildings in good conditions including roofs, windows, doors and eaves troughs
- Sheds and detached garages are to be maintained in good condition
- Rental properties must have working plumbing, heating and electrical services
File a complaint
You can file a by-law complaint if you believe someone isn't following the regulations in the by-law.
All complaints, including emails, must contain the complainant's name, address and phone number. Please note that all personal information about complainants will remain confidential.
Make an appeal
If you receive a Property Standards Order for violations of the Property Standards By-law and wish to appeal the Order, you must submit a written request for appeal by registered mail before the appeal date indicated on the Order. Appeals must be sent by prepaid registered mail by the appeal date indicated on the order. Appeals submitted after the appeal date will not be accepted.

Please include payment of the appeal fee of $119.78 by cheque made payable to the Town of Whitby.
