Budget and Financial Reporting

The Town of Whitby delivers a wide range of programs and services to our growing community. The annual budget distributes our resources appropriately to support a high quality of life for residents and businesses that align with our strategic plan.

Each year, the Town undergoes a robust process to create an annual budget that delivers the services and programs residents and businesses rely on each day.

The operating budget accounts for the cost of operating day-to-day services in the Town including:

  • Fire and Emergency services
  • Town Facilities (e.g. Iroquois Park Sports Centre, Whitby Public Library, Port Whitby Marina, Brooklin Community Centre and Library and Town Hall).
  • Recreation programs
  • Road maintenance
  • Waste Collection
  • Debt payments and transfers to reserves

The capital budget consists of larger investments that help us prepare for our community's future growth. Examples of capital expenses may include:

  • Infrastructure development, building and construction projects (e.g. building new roads, sidewalks multi-use paths, bike lanes and bridges)
  • Park and greenspace improvements
  • Fleet expansion and maintenance (e.g. purchasing new fire trucks and snow plows)

2025 Budget 

The 2025 to 2027 multi-year budget was approved by Council on November 28th, 2024.  View the approved Budget Book.

2024 Budget 

The 2024 Budget was approved by Council on February 15th, 2024.  View the approved Budget Book.

2023 Budget

The 2023 Budget was approved by Council on February 16, 2023. View the approved Budget Book.

2022 Budget

The 2022 Budget was approved by Council as presented with amendments relating to the Decision Items section, specifically the following decision items were approved to be included:

• Decision Item #24 Corporate Idea Specialist in the amount of $107,625 for 2022 and annualization of $77,625 in 2023
• Decision Item #27 Waterfront Garbage Crew in the amount of $101,300 for 2022 and annualization of $1,270 in 2023
• Decision Item #28 Summer Student – Waterfront By-law Enforcement in the amount of $17,113 for 2022
• Decision Item #38 Thickson Road Placemaking capital project in the amount of $150,000 for 2022

2021 Budget

Council has approved the 2021 budget process and calendar, which includes the following milestones.

  • 2021 Budget Process and Calendar (CS 31-20) – July 20, 2020

  • Second Quarter Update – September 21, 2020 – Committee of the Whole
  • Grant Applications due to Treasurer – September 21, 2020

  • Third Quarter Update – November 23, 2020 – Committee of the Whole
  • 2021 Budget Target and Long Range Financial Plan Update – December 2020 (Special Council meeting – date to be confirmed)

  • Finance to consolidate budget information and develop communication material

  • Council Budget Education Session – January/February 2021
  • Budget Overview and Public Input Meeting – February 8, 2021
  • Council Deliberations and Approval Meeting – February 25, 2021
