Snow and Windrow Clearing Services

If you are a senior (age 65 or over) or an individual with disabilities who resides in the Town of Whitby, we provide a free snow windrow clearing program.

Service quality

Our program strives to deliver this service in a timely manner. However, sometimes unforeseen weather and other circumstances can arise. If you frequently leave your home, consider making other arrangements to have your windrow and sidewalk cleared.

The program provides you service for:

  • This service only covers snow clearing on the Town-owned portion of your property. Specifically, the bottom part of the driveway and any public sidewalks next to the property. 

Who is eligible?

To be eligible for the snow and windrow clearing program, you must not have someone in the home under age 65 who can assist with snow clearing, and be one either of of the following:

  • 65 years or older, 
  • Certified in writing by a medical doctor to be physically unable to clear snow

How to register

Applications are now closed. The last date to register for the 2024/2025 winter season was December 1st.

The snow windrow is the pile of snow left at the bottom of a driveway after the snow plow has cleared the road.

There is no fee charged for this service.

No, this service is not provided every time it snows. Sidewalks will be cleared when there is at least 5cm/2” of snowfall. Windrows will be cleared when there is at least 10cm/4” of snowfall. 

Our top priority is to clear Town roads and sidewalks first. Clearing the sidewalk and snow windrows for those on this program will typically begin about 36 hours after the snow has stopped falling or there is no further snow drifting caused by winds. 

No, you have not been missed for windrow clearing if the snow plow goes by without stopping. The main roads, sidewalks, and side roads (residential roads) are done first.

There is no need to call us. You are on the list and we will get to your home to clear your windrow and sidewalk as soon as we can within 36 hours after the snowfall ends.

No, clearing ice formation is the responsibility of the homeowner. This program is for sidewalk and windrow snow clearing only.  Salt or sand is not provided.

You will not be removed from the service list if you sometimes receive help. We will return after the next snow fall.

Due to the high volume of participants in the program, customized snow clearing cannot be offered. We urge you to make alternate arrangements if more extensive clearing is required.

This service is available to those residents who are not away for more than 45 consecutive days between November 1 and April 15.  For those away for long periods of time, private arrangements for snow clearing should be made.
