Have Your Say on Whitby’s Heritage Conservation District Plans

The Town of Whitby is reviewing and updating its two Heritage Conservation District (HCD) Plans — for Brooklin and Werden’s Plan Neighbourhood — and wants to hear from you!

HCD Plans help to conserve the unique architecture, streetscapes, landscapes, mature vegetation, and other heritage features that define each district. The goal of this review is to:

  • Ensure consistency between Whitby’s two HCD Plans
  • Reflect current land use and updated heritage policies
  • Update property classifications
  • Align the HCDs with recent legislative changes

Public input collected during Phase One of engagement has helped to shape Draft Updated HCD Plans. Now, during Phase Two, we’re seeking your feedback on these draft updates — to help us better preserve Whitby’s heritage for future generations.

Get Involved: Community Open House #2

Residents are invited to a Community Open House to learn about the HCD Plans review process, review the Draft Updated HCD Plans Heritage Conservation Districts - Town of Whitby and share their thoughts and feedback. Here are the details:

Location: Council Chambers, Town Hall, 575 Rossland Rd. E., Whitby
Format: Hybrid (in-person and online)

How to Participate

Attend In-person: registration is optional, but we'd love to know you're coming. Email heritage@whitby.ca with the subject line “In Person Attendance – October 9”.

Attend Virtually: registration is required by Friday, October 3. Email heritage@whitby.ca with the subject line: “Register Online – October 9”. A meeting link will be sent before the event to all registered participants.

Next Steps

Feedback from this final engagement phase will inform the Final Recommended HCD Plans, which will be presented to Council for consideration in 2026.

Quick Facts

  • Whitby has two HCDs - Brooklin HCD (designated in 2007) and Werden’s Plan Neighbourhood HCD (designated in 2017).
  • HCDs are designated under Part V of the Ontario Heritage Act – they guide conservation and manage change within their boundaries.
  • HCD Plans provide policies, guidelines, and strategies for protecting cultural heritage.
