Whitby is committed to supporting residents and local businesses in accessing energy-saving opportunities. This page brings together current incentives and rebate programs offered by the federal and provincial governments, utility companies, Durham Region, and the Town of Whitby.

Residential Incentive and Rebate Programs:

Energy Affordability Program Save on Energy Homeowners and Tenants

Supports income-eligible electricity consumers by helping them better manage their monthly electricity costs.

Free energy-saving upgrades
Home Winterproofing Program Enbridge Gas Homeowners and Tenants Designed to help low-income households reduce energy costs by keeping their home warm and insulated. Eligible households can receive free wall, attic or basement insulation, and draft proofing. Free energy efficiency upgrades, including insulation, and draft proofing. 
Oil to Heat Pump Affordability Program Natural Resources Canada Homeowners Canadian homeowners who are eligible may receive up to $10,000 toward the costs associated with switching from oil heating to an eligible heat pump system. Up to $10,000
Peak Perks Save on Energy Homeowners Residents can receive a $75 virtual prepaid Mastercard® when they enroll their home in Peak Perks TM. Also receive a $20 virtual prepaid Mastercard ® each additional year you stay enrolled in the program.  $75 for enrolling in the program and $20 each additional year your stay enrolled. 
Rooftop Solar Panels and Battery Storage Home Renovation Savings Homeowners New installations only; replacement solar is not eligible for rebates. Solar panels must be sized for load displacement only. Net metering is not permitted.

Smart Thermostat Home Renovations Savings Homeowners Available to Enbridge Gas customers who purchase an eligible smart thermostat to assist in managing energy consumption.

Business Incentive and Rebate Programs:

Energy Performance Program Save on Energy Businesses Rewards customers who can make behavioural and operational changes that support capital investment projects, enabling them to grow their energy savings year over year.

$0.15/kWh for energy consumed on weekdays between June 1 and September 30 (inclusive), during the hours of 3 p.m. and 9 p.m. (EDT).

 

$0.04/kWh for savings during non-summer peak hours.
Existing Building Commissioning (EBCx) Program Save on Energy Businesses (Commercial, Institutional Building Owners) Designed to help owners, operations and managers of commercial and institutional buildings in Ontario improve their energy management. 

Investigation Phase: receive up to $0.06 per square foot of the building area, subject to a maximum of $50,000 per facility and/or 75% of the costs paid by the participant to the commissioning provider. 

 

Implementation Phase: receive incentive of $0.03 per kWh of confirmed energy savings, subject to a maximum of 30% of the facility’s annual electricity consumption (kWh) calculated using the baseline model or $50,000, whichever is lower. 

 

Persistence Phase: receive incentive of $0.03 per kWh of persisting energy savings, subject to a maximum 30% of the facility’s annual electricity consumption (kWh) calculated using the baseline model or $50,000, whichever is lower. Savings are calculated and verified after the 12-month period. 

Expanded Energy Management Program  Save on Energy Commercial, Institutional, and Industrial Facilities  A tailored energy management offering based on the unique business needs of your organizations.  Industrial, commercial and institutional:
  • Hire an energy manager: Receive funding to hire a dedicated energy manager, covering up to 50% of their salary up to a maximum of $100,000 per facility per year.
  • Strategic energy management: Participate in expert-led coaching, cohorts and curriculum to identify and implement long-term energy-saving opportunities. Unlock additional incentive opportunities for achieving energy savings and meeting key milestones.

Industrial facilities only:

  • Energy management information systems (EMIS): Receive funding up to $250,000 for the installation of an energy management system.
  • Free training opportunities: This initiative offers free training to organizations and energy practitioners on EEM program offerings, EMIS and sustaining operational energy savings by recognized educational providers.
Industrial Energy Efficiency Program Save on Energy  Industrial Buildings

Supports customers across Ontario in improving their industrial processes and implementing system optimization projects. Organizations can get up to $5 million in financial incentives for each large, complex industrial energy-efficiency project accepted into the program.

Receive upfront discounts from participating distributors on the purchase of energy-efficient lighting products that will help to lower your business’s energy consumption, improve your bottom line and transform your space.

Peak Perks Save on Energy Small Businesses

Retrofit Program Save on Energy Businesses

Get financial incentives to upgrade equipment that will lower energy costs, improve productivity and support your business’s sustainability goals. Examples of eligible projects include: solar photovoltaic systems, computer room air conditioners, HVAC redesign, network lighting controls, and more. 

Up to 50% of your eligible costs covered for energy efficiency upgrades.
Small Business Program Save on Energy Small businesses

Designed to help small businesses across Ontario make equipment improvements to reduce their energy consumption, at no cost to their business. This program offers direct-install incentives on an expanded range of equipment – both lighting and non-lighting. 

Up to $3,000 for eligible lighting equipment and up to $2,500 for eligible non-lighting equipment.

It can be difficult to find a reliable professional contractor to complete your home retrofits. The Canadian Home Builder’s Association has compiled a list of helpful tips and tools to find a renovator that’s right for you. A few tips include:

  • Ask for recommendations from friends, family, coworkers and neighbours who have had positive renovation experiences.
  • Ask them if the contractor lived up to their expectations and delivered what was agreed to.
  • If issues occurred, find out how these were resolved and, if they would hire the same contractor again.
