Town Celebrates Significant Progress Resulting from Whitby’s Community Strategic Plan

All 62 resident priorities transformed into visible results across the community

The Town of Whitby is celebrating the successful completion of its 2023–2026 Community Strategic Plan (CSP), delivering meaningful progress on 100 per cent of the priorities identified by residents and the community.

Over the past three years, the Plan has guided major community-building initiatives across Whitby, including the future Fieldgate Sports Complex, waterfront investments, a hospital planning grant, supports for local businesses, modern and digitized municipal services, and expanded supports for those in need.

The CSP set out 62 actions to guide Town decisions, investments, and service improvements, serving as a roadmap for Council and staff to turn community priorities into measurable results. Learn more about the specific results delivered through the CSP.

Together, these actions have helped Town staff and Council advance Whitby’s Community Vision:

As the 2023–2026 Community Strategic Plan concludes, the Town will stay focused on delivering high-quality services, advancing key community priorities, and building on the progress achieved over the past three years. Future community strategic plan direction will be determined following the 2026 Whitby Municipal Election.

Quick Facts

  • The CSP was endorsed by Whitby Town Council at a Special Council Meeting held in June 2023. It has four strategic pillars, 13 objectives and 62 action items.
  • More than 8,500 people visited the Connect Whitby project page and over 3,000 completed online surveys or attended engagement sessions to help shape the Plan. 
  • Of the 62 CSP action items, 52 have been fully completed, while 75 percent of the remaining initiatives are in advanced stages - representing an overall 96 percent completion rate across the Plan.
