"Tax dollars pay for all of Whitby's events." It's an understandable assumption.
When residents attend a festival, concert, movie night, or community celebration, it's easy to assume the entire event is funded through property taxes.
Here's what’s actually happening.
Town events are funded through a combination of sources, which may include municipal funding, sponsorships, partnerships, the Municipal Accommodation Tax (MAT) – paid for by visitors to Whitby staying in hotels and motels, vendor fees, grants, and other revenue opportunities. That means property taxes are often just one part of the funding picture.
Many events rely on support from local businesses, community organizations, event partners, and sponsors who help offset costs and enhance programming.
Depending on the event, funding may also come from external grants or cost-sharing arrangements that reduce the impact on municipal budgets.
Community events, besides making Whitby an amazing place to live, work and explore - are planned with a variety of objectives in mind, including:
- Bringing residents together
- Creating opportunities for local businesses
- Supporting community organizations
- Activating public spaces
- Providing accessible recreational and cultural experiences.
Like other municipal services, event budgets are reviewed through the Town's annual budget process and are subject to Council approval.
While taxpayers do contribute to many services and programs offered by the Town, community events are not typically funded by property taxes alone.
The next time you attend a festival, concert, or community celebration, there's a good chance you're seeing the result of many partners working together behind the scenes.
