Description	That it be the policy of the Town of Whitby that the Town will endeavour to build a perimeter fence abutting park lands on request from the affected property owners where the need exists as determined by the Town and further that Council will not reimburse property owners for fences that are installed adjacent to Town parks, where such fences have been installed without prior Town approval.
