Subdivisions and Condominiums

A plan of subdivision divides a parcel of land into smaller lots or blocks. You need to submit an application for a subdivision if your proposed development has more than three lots or if there are new roads or extensions to existing roads or services. Once you receive approval, you can sell the subdivided lots individually.

Depending on the development, you may need to apply for a part lot control exemption.

Before you start

Before you start the application process, you need to book a pre-consultation to review your proposal and make sure you have all the necessary documents before you apply. 

Subdivision and Condominium applications

Please complete the Application for a Plan of Subdivision/Condominium and submit it along with the appropriate information by email or by mail to:

Along with the application and fee, you'll need to include the following:

  • 1 digital copy of all submission materials
  • 2 copies of the completed application form and declaration
  • The information required under Section 51(17) of the Planning Act (shown on the face of the plan)
  • 15 copies of the draft plan (folded to 8.5”x11” letter size)
  • 1 copy of each plan or map (reduced to letter or legal size paper)
  • Copies of supporting technical and background information reports
  • Completion of the Site Screening Questionnaire

Condominium applications

If you'd like to develop a new condominium in the Town of Whitby, you will also need to submit a Site Plan Application.
