Public Meeting Notices, December 8, 2025

·        Heritage Conservation District (HCD) Plans Review and Update – A review and update of the Heritage Conservation Plans (HCD) to improve consistency between the HCD Plans, reflect the current land use and heritage policy context and update the property classifications for each district. [Notice of Public Meeting (HCD Review)]

·        North side of Winchester Road East – Zoning By-law Amendment submitted by Brookvalley Developments Inc. to permit the development of 28 freehold townhouse residential units on private (common element) laneways with a minimum of 4 live-work units. [Notice of Public Meeting, DEV-31-25 (Z-17-25)

·        4505 Thickson Road North – Zoning By-law Amendment submitted by Rossleen Thickson Holdings to re-zone the area of proposed development from Agricultural (A) to an appropriate zone to permit a concrete batching plant and transfer facility.  [Notice of Public Meeting, DEV-39-25 (Z-21-25)]

·        Southwest corner of Baldwin Street South and Winchester Road West – Zoning By-law Amendment submitted by Winash Developments Limited to rezone the land to permit the development of the site for a commercial plaza consisting of nine buildings with a total of 8,271 square meters of non-residential gross floor area a gateway entrance feature, and associated parking [Notice of Public Meeting, DEV-40-25 (Z-22-25)]

·        1730 Dundas Street West – Zoning By-law Amendment submitted by NRD Dundas Limited to permit the development of an industrial and commercial development comprised of several buildings totaling 44,449.66 square metres. [Notice of Public Meeting, DEV-42-25 (Z-24-25)]

·        208 Watson Street East – Zoning By-law Amendment submitted by Wingarden Developments to permit the construction of a four-storey apartment building containing 18 apartment dwelling units. [Notice of Public Meeting, DEV-43-25 (Z-25-25)]

The Town of Whitby's Planning and Development Department is responsible for assisting Town Council and members of the public with land use planning. This includes:

  • Determining how our community should be shaped
  • Where homes and businesses should be built
  • Where parks and schools should be located
  • Where and how other essential services should be provided

Official Plan and Zoning By-law

The Town of Whitby's Official Plan and Zoning By-law regulate land use and planning in our community. You'll need to make sure that your building or planning proposal complies with the Official Plan and Zoning By-law.

Planning and Development fees

Check out our planning and development fees to find out how much it costs to submit each type of development and planning application. Payment can be made by cheques (mailed or dropped off), cash or debit (in-person).

Payment can be made by cheque made payable to the Corporation of the Town of Whitby, or in person at Town Hall (by cash or debit).  

Appeals

Only specified persons or prescribed bodies can appeal a decision regarding planning and development applications to the Ontario Land Tribunal (OLT).  For more information, please visit the OLT's website.

Development charges

Depending on your application, you may need to pay development charges to cover the cost of infrastructure to service your new development. Review the development charges for the Town of Whitby.

Conveyance of Parkland and Cash-in-Lieu of Parkland By-law

The conveyance of parkland and/or the payment of cash-in-lieu of parkland, or other recreational purposes, is required as a condition of approval for developments.  For more information regarding parkland dedication, review the Parkland By-law # 7733-21 .

For inquiries regarding conveyance of parkland rates and cash-in-lieu amounts, both of which are determined through the pre-consultation and development approvals processes, please contact Parks Planning and Development staff at: parksplanninganddevelopement@whitby.ca .
