Whitby Delivering Results on Local Priorities
Community Strategic Plan enters final year with significant process on 62 action itemsThe Town of Whitby is delivering real, measurable results on the priorities that matter most to residents as it enters the final year of its 2023–2026 Whitby Community Strategic Plan.
In June 2023, Whitby Town Council endorsed the Plan, which includes 62 community-informed action items that reflect resident priorities: the waterfront, healthcare, green spaces, community safety, economic growth, and the desire to address social needs, like homelessness and food security. Today, 100 per cent of the action items are underway or complete.
In this, the Plan’s final year, the Town will focus on:
- completing construction on the state-of-the-art Fieldgate Sports Complex;
- bringing even more housing options to the community, including 40+ new affordable units to be built by Habitat for Humanity GTA in Downtown Whitby;
- improving the waterfront, including around the historic Rowe House;
- creating safer roads and neighbourhoods through a new Traffic Calming Policy;
- improving and digitizing the Town’s customer service delivery, including a new AI Chatbot;
- creating a more connected community through major road upgrades and construction, including on Columbus Road and the Mid-Block Arterial Roadway; and,
- partnering with community and government partners to address local priorities like access to healthcare and supports for those in need.

Collectively, these actions move us closer to achieving the vision for Whitby captured in the Community Strategic Plan – naturally beautiful green spaces, a vibrant waterfront, thriving downtowns, a safe community, and an exceptional place to live, work, and explore.
The final Community Strategic Plan progress report will be presented to Council in May 2026.

QUICK FACTS
- More than 8,500 people visited the Connect Whitby project page and over 3,000 completed online surveys or took part in virtual and in-person engagement sessions to help inform the CSP.
- The Plan includes four pillars, 13 objectives, and 62 action items to achieve this Community Vision.
