Mayor Roy has released the following statement regarding a workplace investigation report released on November 10
Earlier today, the Town of Whitby released a report from Bernardi Human Resource Law LLP outlining the findings of an investigation into allegations that Regional Councillor Steve Yamada experienced racial microaggressions from Council and staff during his time as deputy mayor.
I look forward to a fulsome discussion of the report at a special council meeting this afternoon.
The report concludes that “it cannot be substantiated on a balance of probabilities that race, ancestry, or ethnic origin was a factor in how Councillor Yamada was treated by the mayor, other councillors or staff.”
I want to be clear that any reservations I had regarding his ability to effectively serve as deputy mayor stemmed from concerns that our priorities for the town are not aligned, as well as my observations about a pattern of disrespectful and divisive behaviour. This is reinforced in the report, which notes there is a “commonly shared belief that Councillor Yamada was perceived as combative at times.”
This investigation has been a difficult process for Council and staff. It also presents an important opportunity for reflection and improvement.
At this evening’s regular council meeting, I will introduce a notice of motion requesting that staff review the Council Code of Conduct in the context of this report and provide recommendations on whether changes are required.
It is imperative that Council recommit to working together respectfully, with a shared focus on our responsibilities to the people of Whitby. Our residents deserve a Council that leads with professionalism and keeps its attention on the work that matters.
I previously initiated an attempt to bring Council together for a diversity, inclusion, equity and anti-racism workshop, which was unsuccessful. I was pleased to see that Council education is recommended in the report and will be arranging an education opportunity for Council in early 2026.
This is the final year of the current Council term, and significant work remains. Our Community Strategic Plan includes 62 action items that reflect the priorities of Whitby residents, and I am proud that all 62 remain on track to be delivered by the end of this term. That progress is only possible when Council and staff move forward with a spirit of collaboration and accountability.
My focus remains on serving the people of Whitby, strengthening our community, and delivering results that make life better for residents. I am committed to doing that work with respect, transparency, and integrity.
