Draft 2026 Budget Now Available For Feedback
Whitby’s Draft 2026 Budget is now available on ConnectWhitby.ca/Budget.
This draft budget incorporates assumptions, budget pressures, and projections prepared by Town staff and reflects a 3.99 per cent budget increase for 2026 – the 2026 target in the Council-approved multi-year budget.
A 3.99 per cent budget increase equates to a 1.4 per cent increase to the total property tax bill or an increase of approximately 25* cents per day, per household for the delivery of important services residents rely on every day, like waste collection, snow clearing, and parks maintenance.
On November 7, 2025, Mayor Roy will release the Town of Whitby’s Proposed 2026 Budget, which may include adjustments to the budget projections provided by Staff in the Draft Budget.
As an important part of the budget process, we invite you to take part in the following upcoming opportunities to provide feedback:
Virtual 2026 Budget Forum
When: open now through November 14, 2025
Where: online at ConnectWhitby.ca/Budget
What: Residents can go online and share their thoughts and feedback on the Draft Budget at any time that is convenient for them.
Budget Public Meeting
When: Tuesday, November 18, 7 p.m.
Where: Attend the meeting in-person at Whitby Council Chambers or tune in online at whitby.ca/CouncilCalendar.
What: Residents will have the opportunity to learn about and to provide feedback on the Proposed 2026 Budget. Residents interested in speaking at the Budget Public Meeting are requested to submit a Delegation Request Form to register with the Town Clerk by 8 a.m. on the day of the meeting (Tuesday, November 18). Note: the Budget Public Meeting is being hosted by Mayor Roy and is not a meeting of Council.
Special Council Meeting (possible approval of the 2026 Budget)
Special Council Meeting (for Council amendments to Mayor’s Proposed Budget)
When: Thursday, November 27, 7 p.m.
Where: Attend the meeting in-person at Whitby Council Chambers or tune in online at whitby.ca/CouncilCalendar.
What: At this meeting, amendments to the Proposed 2026 Budget submitted in advance by Council Members with a confirmed mover and seconder will be considered. Residents interested in speaking at the Special Council Meeting virtually or in-person are required to register with the Town Clerk by 8 a.m. on the day of the meeting (Thursday, November 27). Delegation Forms are available online at whitby.ca/delegations.
QUICK FACTS
· The Town’s first multi-year budget was approved in 2025, with projections for 2026 and 2027. This new approach better positions the municipality to implement the actions of the Whitby Community Strategic Plan (CSP) and plan investments to meet resident needs as Whitby grows.
· The Municipal Act requires multi-year budgets to be re-adopted each year after Council’s review and any required changes.
· All of the 62 CSP action items are either in progress or complete, leveraging tax dollars to deliver on what residents have shared matters most to them.

* Approximately 25 cents per day (or $91 per year) is based on the average residential assessment value of $503,000 for a Whitby home, as determined by the Municipal Property Assessment Corporation
**If there are no Council amendments to the Mayor’s Proposed Budget, the budget is deemed adopted and the November 27th meeting will be cancelled.
