The Town of Whitby is delivering on its Community Strategic Plan priorities using innovation, collaboration, and fiscal responsibility to make Whitby an even more exceptional place to live, work, and explore.  

By working with partners, securing new funding, and finding smarter ways to deliver services, Whitby is ensuring every dollar creates lasting value - today and for the future. Here’s how:

Strong partnerships help Whitby achieve more — faster. By working with community organizations, businesses, and other levels of government, the Town is leveraging collective expertise and resources to deliver shared results. 

Key Areas of Focus: 

  • Health and Well-Being: Partnering with Lakeridge Health and the Province of Ontario to bring a new hospital to Whitby and more family physicians to the community - improving access to quality healthcare close to home. 

  • Food Security and Community Support: Collaborating with Feed the Need in Durham to launch The Market at Iroquois Park Sports Centre - a first-of-its-kind, market-style food bank that provides fresh, healthy options in a welcoming environment. 

  • New Housing Options: Working with Habitat For Humanity GTA and other community partners to introduce more housing options that support residents in need and diversify local housing options. 

  • Economic Development: Collaborating with local business leaders, innovation hubs, and post-secondary institutions to attract jobs and investment.

The Town continues to explore and secure alternative funding sources to reduce reliance on property taxes while ensuring Whitby can invest in and deliver key community projects. 

Key Areas of Focus: 

  • Tourism and Economic Growth: The introduction of Whitby’s Municipal Accommodation Tax (MAT) helps fund tourism-related initiatives, supporting local events, attractions, and economic activity that benefit both residents and visitors. 

  • Infrastructure Investment: Through a provincial grant for Columbus Road, the Town can deliver quality infrastructure more quickly and efficiently, improving transportation connectivity and supporting Whitby’s growth. 

  • Green Community Facilities: The Town secured federal green funding for the Whitby Sports Complex, supporting energy-efficient design, sustainability, and the long-term environmental performance of one of Whitby’s largest-ever community projects. 

  • Grants and Government Funding: Actively pursuing additional provincial and federal grants for infrastructure, recreation, and sustainability initiatives. 

  • Revenue Generation: Exploring new sponsorships, naming rights, and land optimization opportunities that generate community benefit. 

As Whitby grows, the Town continues to focus on efficiency, innovation, and continuous improvement - ensuring high-quality services are delivered in the most cost-effective way. 

Key Areas of Focus: 

  • Digital Transformation: Expanding online services and automating processes to save time and improve the resident experience. This includes leveraging the Housing Accelerator Fund grant to move building permits online, making it easier for residents and businesses to apply, track, and complete projects.  

  • Service and Process Reviews: Regularly reviewing programs to identify opportunities for savings and service enhancements. Empowering staff to find smarter ways of working - in fact, Town staff identified 77 ways to cut costs or save dollars across key service areas, contributing to long-term financial sustainability.  

  • Integrated Technology Solutions: Modernizing our processes and tools. This includes the digitization of the Seniors Windrow Program to show live route completion and updates, resulting in more efficient and reliable service delivery for residents. The Town also modernized its Commemorative Tree and Bench Dedication Program, resulting in reduced staff time and cost savings. 

  • Sustainability and Energy Efficiency: Designing and maintaining infrastructure like the Whitby Sports Complex that reduces long-term operating costs. 

Delivering Results for Whitby 

All of the 62 action items identified in the Community Strategic Plan have been started or completed. 

The Town of Whitby continues to make measurable progress toward community priorities through collaboration, creativity, and fiscal responsibility. By working together, we’re building a stronger, more connected, and sustainable future for everyone.
