Parking

You can file a parking complaint by completing our Parking Services Complaint Form. Anonymous complaints are not accepted. We will follow-up to confirm details in order to resolve your concern. Please provide a detailed description of the location and identified vehicle(s) involved in the parking issue. Common parking infractions include:

• parked or stopped over a sidewalk and or crosswalk (sidewalks must be 100% accessible)
• parked on the street for more than 3 hours
• interfered with snow removal
• parked in a fire route
• parked within 3 metres of a fire hydrant
• parked in a signed no parking or no stopping zone
• parked within 10 metres of an intersection 
• parked on the street between 2:00 a.m. and 6:00 a.m. from November 1 to April 15.

For urgent after-hours safety related parking violations in Whitby (interference with snow removal, vehicles left unattended in fire routes, etc.), please call 905.430.4345 to leave a detailed voicemail for an officer to review.

Register for short term temporary on street parking exemption for guests, contractors, health care workers, and other infrequent visitors. Visit the Short Tem On-Street Parking Registration Page for more information and to apply for a short term parking exemption. 

Private parking lots, which are not owned by the Town, have the authority to enforce their own parking regulations. Before visiting or shopping at these locations, please be sure to read and understand the posted parking rules. Failure to comply with these regulations may result in receiving a ticket for parking on private property.

Private Property Parking Enforcement Registration

Private property parking enforcement allows property owners to issue tickets to unauthorized vehicles parked on their property without their consent. The Town offers two types of private property enforcement, Town Enforcement and Appointed Individuals.

Town Enforcement 

 Town enforcement grants the Town the authority to enforce parking regulations on private property based on complaints submitted by the property owner or an authorized representative. The initial registration fee for site approval for Town enforcement is $108.00. To apply or renew for Town Enforcement, please complete the Application for Site Approval.

Information on proof of liability insurance can be found on the Town’s Certificate of Insurance form.  

Appointed Individual

Property owners can appoint an individual or security company to issue tickets on their property. The initial appointment fee is $128.82, which includes officer training and processing fees. To appoint or renew an individual please complete the Officer Appointment Application. 

Important Notice: The Town’s  Application for Site Approval must be completed for both enforcement types. Additionally, individuals seeking appointment to issue tickets must submit the Officer Appointment Application along with the Application for Site Approval. 

Certain conservation areas in Whitby require payment to be made when accessing the parking lots.  Heber Down's is one location where paid parking is in effect. An annual Parking Pass is available for purchase and covers parking fees and general admission (excluding the Maple Syrup Festival) to all eight of Central Lake Ontario Conservation’s (CLOCA's) public Conservation Areas for a period of one year from the date of issue. 

Parking fees are invested right back into our Conservation Areas (Central Lake Ontario Conservation is a non-profit organization and registered charity).

Received a Ticket Unexpectedly?

Technical issues can arise occasionally. If you receive a parking ticket after paying with HonkMobile, email a copy of your receipt to us and we'll work to have it voided. You can also contact our Parking Services department at 905-430-4322.

Metered Parking

You can use one of 274 parking meters for on-street parking spaces throughout our Downtown. Maximum parking is two hours for a rate of $1.65 per hour.

Free parking

Parking is free weekdays after 6 p.m. and on Saturdays, Sundays and holidays. Please continue to respect the two hour maximum for metered parking. If you have a valid accessible parking permit, you may also park free of charge at metered spaces.

Prohibited parking hours

You are prohibited to use metered parking on Dundas St. between Brock St., Euclid St./Henry St. during the hours of 4:30 p.m. and 6 p.m.

On street parking on Mary St., between Brock St. and Byron St., is also prohibited between 7:30 a.m. and 9 a.m. and 4:30 p.m. to 6 p.m. This helps support traffic flow during rush hour.

From November 1 to April 15, you are prohibited to park on any road or street between the hours of 2 a.m. and 6 a.m.

There are no exemptions to these time restricted rules. Those with accessible permits are not eligible for an exemption to these rules.

Our rate for using municipal parking lots is $1.10 per hour. You can find pay and display ticket machines in each parking lot that accept Visa, Mastercard and coins. Upon depositing either coins or inserting a credit card, a ticket is issued by the machine. The ticket is then placed face up on the car dashboard with the expiry time clearly visible. Ticket machines located in Brooklin only accept coins. Overnight parking is not permitted.

Free Parking 

We offer free parking every weekday after 6 p.m. and on Saturdays, Sundays and holidays. Please continue to respect the three hour maximum time limit for parking lots. If you have a valid accessible parking permit displayed in your vehicle, you can park free of charge in any parking lot.

Lot Locations

There are six municipal parking lots within the Town's downtown core and one in Brooklin's downtown with 90 parking spaces. These parking lots are strategically placed to allow you to shop and do business.

Leased Parking Passes

Visitors and employees can purchase monthly, semi-annual, or annual parking leases in Whitby’s municipal Parking lots. Lease parking offers use of the municipal parking lots at a discounted rate; however, a lease does not reserve a spot, and parking is still restricted by Whitby’s parking by-law which prohibits use of the municipal parking lots overnight, or for storage of vehicles and trailers. Leases are limited in number, and where high demand exists there may be no leases available, or a waitlist may exist.

Benefits of leased parking pass program include:

• discounts for longer term leases
• make renewal payments in advance before expiry date

Cost of Leased Parking

• Per Month: $110
• Per Month, for a 6 month term: $99
• Per Month, for a 12 month term$88

Current lease rates are found in Schedule H of By-law 7220-17. Where any discrepancy exists, the By-law is deemed to be correct.

If you have a disability and would benefit from parking designed and located to assist with accessibility, you can apply for an accessible parking permit. Accessible parking spaces are available in the municipal parking lots. These parking spaces are marked with a posted sign. Time limits still apply, and no overnight parking is permitted.

You must have a valid accessible parking permit displayed in your vehicle, and the permit holder must have been in the vehicle to use an accessible parking permit. You will be charged a minimum fine of $300 if you do not have a valid permit displayed.

Organizations providing home care support services may apply for street registration when providing services in a client's residence in Whitby. To apply for street registration as a personal care worker, please complete the Personal Care Worker Parking Registration Application. 

Approved applications will receive confirmation via email. No physical permit will be provided. Vehicles used by personal care workers will be granted an exemption from the following parking regulations in the Town's Traffic By-law #8059-24, as amended:
• parked November 1 to April 15 between 2:00am to 6:00am 
• parked longer than three hours

All other parking regulations in the Town's Traffic By-law#8059-24 remain in effect.

We acknowledge the valuable service our veterans provide to our Country. If you are a veteran and have a vehicle displaying a veteran licence plate, you have access to free parking at on-street metered parking spaces and in municipal paid parking lots for the allotted maximum times.

There is no overnight parking from November 1 to April 15, from 2:00A.M. to 6:00A.M. to assist with winter road maintenance. During a winter snow event please move your vehicle off the road. Parking that interferes with snow clearing operations is prohibited and you may receive a parking ticket. Vehicles parked on the street during a snow storm prevent effective snow clearing operations. The Town needs your help to keep the streets clear for snow removal. 

To keep children safe as they travel to and from school, please avoid these parking-related offences near schools:

• parking in a fire route
• parking in a signed no parking or no stopping zone
• parking over a sidewalk
• parking in a manner that blocks a driveway or laneway

Speed enforcement in school zones is under the jurisdiction of the Durham Regional Police Service.

Operation School Zone ABCs

Operation School Zone ABCs is a school safety initiative to keep the school zone safe as more students choose to drive to and from school. We encourage parents, guardians and students driving around school property to:

• A - Always obey the signs
• B - Bike or walk to school
• C - Co-operate to make everything go smoothly

This initiative is supported and promoted by Parking Services, Transportation Services, Durham Regional Police Services (DRPS) and Durham District School Board (DDSB) to help reduce complaints regarding:

• Aggressive and dangerous driving
• Vehicle congestion
• Disregarding signs including no parking, no stopping and speed limits

Staff Reports and Recommendations

The Draft Parking Master Plan report was presented to Committee of the Whole on June 25, 2020. The Parking Master Plan Status Update Report was presented at the Committee of the Whole Meeting on Monday May 13, 2019.

The purpose of the meeting was to present the Committee with a status update of the Parking Master Plan project, including information display boards shared. The report included preliminary recommendations that were presented to the public for comment at a June Public Information Centre:

• Expansion of the lease parking program to certain existing/proposed on-street parking meter locations
• Expansion of Municipal Lot 5 (Green Street/Colborne Street) to the east on Town owned lands to create approximately 20-25 additional parking spaces
• Starting the process for a Private Public Partnership (3P) or Design-Build Operate (DBO) model for parking structure(s) within Downtown Whitby
• Pilot project for on-street residential permit parking
