The Whitby Diversity and Inclusion Advisory Committee aims to foster a greater understanding of ethno-cultural and diversity issues amongst the residents of Whitby in hopes of creating a more inclusive community. The Committee is responsible to the Mayor and Members of Council for providing input with regard to ethno-cultural and diversity on elimination of barriers, policy development and promoting awareness. The Committee seeks to establish community partnerships, ensure involvement of diverse groups in activities of the Committee and assist in developing a system of discussion and feedback for residents of Whitby on matters of ethno-cultural and diversity.

The modern design of the Library and Celebration Square creates a series of spaces for public gatherings, which is tied to the pedestrian system of the downtown. The main reading hall serves as an extension of the public life of the square. The central atrium brings light into the heart of the building, creating a space of luminous serenity.
Celebration Square, adjacent to the Whitby Central Public Library, is an outdoor community gathering space.
