Draft Policy Discussion Papers

A series of 9 Draft Policy Discussion Papers have been prepared to explore the Key Policy Issues identified for the Whitby Official Plan Review. An Overview Paper has also been prepared to provide a summary of the purpose and content of each Paper.


What are Policy Discussion Papers

Policy Discussion Papers identify, discuss, analyse and consider the implications of policy matters. Policy Discussion Papers for the Whitby Official Plan Review will:

  • provide background and context information on key policy issues
  • include analysis about policy implications for the Town of Whitby
  • identify possible policy directions for the revised / new Official Plan

Why Prepare Policy Discussion Papers?

Policy Discussion Papers are being prepared to demonstrate full consideration of the Key Policy Issues identified for the Whitby Official Plan Review. The Papers have been prepared in draft format for public comment and will be finalized following consideration of the feedback received during the comment period.


How Did You Identify the Key Policy Area?

The Key Policy Issues explored in Policy Discussion Papers came from 2 sources:

  • 5 'High Level Concepts' that emerged from the 2011 public workshop series as the overarching issues of most importance to the Whitby community; and
  • 6 'Topic Areas' identified as warranting further analysis to ensure conformity with provincial and regional planning policy and promote leading planning practice.

Can I Comment on the Draft Policy Discussion Papers?

Yes! The Policy Discussion Papers have been released in draft format to allow public and agency review. Submissions about the Draft Policy Discussion Papers will be received from the public until Friday 16 March 2012.
