The Town of Whitby's Traffic By-Law, By-Law 1862-85 is designed to maintain safe and efficient movement of vehicular and pedestrian traffic for the residents and visitors of the Town.

Enforcement

Enforcement is directed towards vehicles that interfere with the movement of pedestrians, maintenance duties or impede the accessibility of emergency vehicles. Enforcement reasons include, but are NOT limited to; parking or stopping over a sidewalk and or crosswalk, parking on the street for more than 3 hours, interfering with snow plowing / snow removal, interfering with road maintenance (street sweeping, street / catch basin repairs, etc).

The unimpeded movement of Emergency vehicles is very important; therefore a safe and direct route through our streets is essential.

Fine Payment Options

The Town of Whitby offers you 2 options when issued a Parking Infraction Notice.

School Zones

Every parent or guardian believes their children are safe when commuting to and from school. Speed enforcement in School Zones is under the jurisdiction of the Durham Regional Police. The Town of Whitby enforces parking related issues on the streets surrounding schools. Enforcement reasons include, but are NOT limited to; parked adjacent to school between 8:00 a.m. and 5:00 p.m. Monday to Friday, parked in a fire route, stopped or parked in prohibited area, and parked over a sidewalk.

Accessible Permit Parking

Specially designated parking spaces for Accessible Permits are available in the Municipal Parking Lots and specific On-Street Parking Meter locations. These parking spaces are marked with a posted sign with optional paint on the parking surface. Designed and located to assist with accessibility, these spaces are NOT to be used by vehicles without the proper displayed permit. At the present time, the Town of Whitby issues a fine in the amount of $300.00 for vehicles illegally parked in these spaces.

On Street Parking

The Town of Whitby offers a total of 269 metered On-Street Parking spaces throughout downtown Whitby. Individuals with valid accessibility permits are permitted to park at a metered space for FREE. Parking on Dundas St. between Brock St. and Euclid St. / Henry St. is prohibited between the hours of 4:30 p.m. & 6:00 p.m. This restriction is required to maintain unobstructed traffic flow during times of increased commuter traffic.

A maximum time limit of 3 hours is allowed for all non-metered parking in the Town of Whitby. Residential street parking enforcement includes Parking Infraction Notice for, but NOT limited to; parking commercial vehicle on residential street, parked obstructing a driveway, parked within 3 meters of a fire hydrant, parked on private property without owners consent, parked within 10 meters of an intersection, and stopped over a sidewalk.

On Street Parking - Special Circumstances:

On occasion residents will have out of town guests, parties, family functions, for which there is not enough parking at the resident's home or residents require parking on the street due to driveway repairs. This puts visitors and owners in the position of having to park their vehicles on street near the resident's home, and puts them at risk of receiving a parking ticket if they are parked longer than 3 hours on the street.

  • Calling and Reporting:
  • In advance of the function or repairs, a resident can call and report expected parking on the street near to their residence. When calling outside of normal hours of the Operations Centre, the call will be forwarded to a voicemail box and a message should be left. The resident will need to report the following details when calling:
  • Licence plate, make and colour of the vehicles parking on street for longer than 3 hours
  • Dates expected to be parked on street
  • Reason why vehicles will be parked on street for longer than 3 hours
  • Resident's name, phone number and home address

Should any of the vehicles which have been registered in this manner receive a parking ticket, our staff will determine if it is possible to grant leniency (it is not guaranteed, but advance registration legitimizes the special circumstance). Take note, however, that the only infraction which can be forgiven is "Park Longer Than 3 Hours". Any other infractions, such as Interfere with Traffic/Snow Removal, Park in Fire Route, Park in Prohibited Area, or parking within 3m of a fire hydrant, 2m of a driveway, or 10m of an intersection, will be upheld.

To register vehicles parking on street due to special circumstances as described above, please call our Operations Centre at 905-668-3437. Normal operating hours are 7:30 - 4:00. If it is after hours, please leave a detailed voicemail message.

Parking Fees

There are 7 Municipal Parking Lots with a total of 376 spaces, plus 8 Disabled Person spaces located within the Downtown core. These parking lots are strategically placed to allow our residents and visitors to shop and conduct business in the Town of Whitby. Pay & Display ticket machines are located in each parking lot for convenience.

Municipal Parking Lots

Municipal Lot rates are $0.50 per/hr and metered on street parking is $1.00 per/hr.

Pay & Display machines accept coins and credit cards for method of payment. Street parking machines accept coins only.

Vehicles properly displaying a valid Accessible Permit park for FREE of charge in any parking lot and / or metered parking space owned and operated by the Town of Whitby. The Town of Whitby offers FREE parking weekdays after 6:00 p.m.., Saturdays, Sundays and Holidays for all users, with the 3 hour maximum restriction remaining in place.

Snow Plowing and Removal

It is very important that all streets are clear of vehicles in order for our plows to push the snow back far enough to expose the catch basins to allow drainage and prevent roads from becoming icy. Some areas of the Town of Whitby do not have catch basins, these areas use a ditch system, and the snow must be pushed back into the ditch for proper drainage.

Vehicles will be given a Parking Infraction Notice when interfering with snow plowing / removal operations, including streets and sidewalks.

When a large amount of snow accumulates in the Downtown core of Brooklin and Whitby it may be necessary to enter into a snow removal operation. Parking meters in the downtown Whitby will be covered to display no-parking at 6:00 p.m. prior to the snow removal operation. This operation usually starts around 11:00 p.m. in order to avoid the high traffic volumes and for the safety of employees and residents.

Municipal lots are cleared of snow and salted / sanded during the early morning hours.

Proceed with caution and obey all signs when entering a snow removal operation site.
