Background

Background Study

In 2005, the Town retained Dillon Consulting to undertake a Background Urban Planning Study for an area in West Whitby. The primary purpose of the study was to provide a basis for a future Secondary Plan. The study was also intended to provide input into the Highway 407 East Environmental Assessment study, as well as input into Durham Region's Official Plan Review exercise.

The study was completed in January, 2008 and Council endorsed a preferred urban structure for the West Whitby study area to be used as a basis for preparing a Secondary Plan. For more information, please visit West Whitby Background Urban Planning Study.

West Whitby Secondary Plan

The Town, with the assistance of consultants, led by planningAlliance, has now commenced work on the West Whitby Secondary Plan. The approximate boundaries of the West Whitby Secondary Plan are from Lyndebrook Road to the north, the existing developed area, near Lynde Creek to the east, Highway 401 to the south, and Lakeridge Road to the west.

The consultant team will incorporate the results of the Background Urban Planning Studies completed in 2008, as well as recent Provincial and Regional planning initiatives, including the Growth Plan for the Greater Golden Horseshoe, and the Durham Region Official Plan, as amended through Regional Official Plan Amendment #128 ('Growing Durham').

The intent of the West Whitby Secondary Plan is to develop appropriate land use policies and designations for the West Whitby Study Area. In addition, the Secondary Plan will:

  • Ensure that sufficient land is available to meet the short and long-term needs of the municipality;
  • Provide for a logical, sequential extension of municipal services;
  • Provide a range and mix of housing types and affordability;
  • Provide for development that encourages increased transit use and promotes vibrant, healthy communities;
  • Incorporate the results of the 2008 Background Study, recent Provincial and Regional planning initiatives; and,
  • Incorporate the recommendations of the Highway 407 East Environmental Assessment.

The amount of land within the study area has an impact on the number of people and jobs that are to be planned for and then accommodated within the study area. Given that the Province now requires minimum residential and employment densities in new urban areas to be higher than have been developed in the past, a key component of the Secondary Plan process will be to identify what an appropriate housing mix is and how that density is to be distributed. Options will explore new development that is appropriate for the Secondary Plan area, which also recognizes the nature of existing development.

WWSP - Open House #1 - September 22, 2009

The consultant team and the Town hosted an Open House for the West Whitby Secondary Plan component of the Whitby Official Plan Review from 7:00 p.m. to 9:00 p.m., on Tuesday, September 22, 2009, in Council Chambers of the Whitby Municipal Building at 575 Rossland Road East, Whitby.

The purpose of the first Open House was to provide overviews of the background reports regarding: Natural Environment, Transportation, Municipal Servicing, Cultural & Built Heritage, and Archaeology; and to present preliminary Urban Structure Options for the West Whitby Secondary Plan study area.

Phase 2 Report - Evaluation of Land Use Options and Recommended Plan

Following the Open House held in the fall of 2009, the consultant team developed three detailed land use concepts, based on the structure options identified in Phase 1, as well as the identified a recommended plan. Findings of Phase 2, and a summary of public submissions are outlined in the consultant's report (see Attachment #1 to PL 41-10).

Proposed Draft Official Plan Amendment (Introductory Public Meeting, April 7, 2010)

Based on the Recommended Plan outlined in the Phase 2 Report, the consultant team prepared a Proposed Draft Official Plan Amendment for the West Whitby Secondary Plan, which was introduced at a public meeting of Council in Committee of the Whole on April 7, 2010.

The Town requested that all comments regarding the Proposed Draft Official Plan Amendment, be received by April 19, 2010.

Once public input and agency comments were received and assessed, a Final Recommended Official Plan Amendment for the West Whitby Secondary Plan was brought forward for Council's consideration, at a public meeting of Council in Committee of the Whole on June 22, 2010.

Proposed Official Plan Amendment No. 91 to the Whitby Official Plan

Following the public meeting on April 7, 2010, regarding the Draft Proposed Official Plan Amendment , the consultant has now prepared Proposed Official Plan Amendment No. 91 to the Whitby Official Plan for the West Whitby Secondary Plan. The Proposed OPA No. 90 was brought forward for consideration by Council , at a Special Public Meeting of Council in Committee of the Whole, at 7:00 p.m., on Tuesday, June 22, 2010.

Final Recommended Official Plan Amendment (Statutory Public Meeting, June 22nd, 2010)

The Final Recommended Official Plan Amendment No. 91 was brought forward for Council's consideration, at a Special Public Meeting of Council in Committee of the Whole, on Tuesday, June 22, 2010. The Council approved OPA No. 91 for the West Whitby Secondary Plan was forwarded to the Region of Durham as the approval authority of this amendment.

Workplan for the West Whitby Secondary Plan

The workplan for the West Whitby Secondary Plan will be undertaken in three (3) Phases, led by the consulting firm of planningAlliance.

Phase 1 - Issues Identification and Direction

Phase 1 will include several tasks as follows:

  • Conduct a background analysis
  • Prepare issues specific background reports
  • Develop alternative community structure options
  • Identify a preferred community structure option
  • Ongoing public consultation (e.g. workshops, open houses, public meetings)

Phase 2 - Official Plan Amendment Preparation

  • Subsequent to input received during Phase 1 regarding the recommended policy direction(s), Phase 2 will introduce a draft Official Plan Amendment.

Phase 3 - Finalization of Official Plan Amendment

Subsequent to input received regarding the draft Official Plan Amendment, Phase 3 will recommend a final Official Plan Amendment for adoption.

Public Consultation

The West Whitby Secondary Plan is an undertaking that will include and welcome input from all stakeholders throughout each of the three phases. The Planning Act requires public consultation as a means to receive input from the public and stakeholders for the West Whitby Secondary Plan component of the OP Review. The West Whitby Secondary Plan will provide for a full public consultation process, including public meetings, open houses, workshops, and access to key information. This separate section of the Town's website, as well as a separate email address at: westwhitbyplan@whitby.ca has been established to provide updates on the West Whitby Secondary Plan component of the Whitby OP Review. This section of the Town's website will also include links to Notices and Minutes for Public Meetings and/or Open Houses as they become available.
