Prior to submitting development applications, applicants are required (by By-law 5967-07) to pre-consult with the Planning Department, by appointment, to ensure that both the applicant and the Town have a clear understanding of the purpose of the application and, where required, the appropriate studies, information, and materials to support the application. Pre-consultation also provides an opportunity for the applicant to gain an understanding of the administration of the planning process in Whitby.
