Way Street Bridge Repair – Contract T-1-2025 

The Town of Whitby would like to inform you that we are tentatively scheduled to commence construction for the bridge repair on Way Street, North of Baldwin Road, on the week of July 2, 2025. The work is expected to be completed within 10-12 weeks.

The planned work will consist of repairs on the existing concrete beams, as well as installation of bioengineered rock embankment along the south bridge footing. A full road closure will be required to undertake this bridge repair work, however, cycling and pedestrian movement will be allowed across the Way Street Bridge.

In order to minimize the impact to the affected residents, DeHart Bridge, which is located south of Carnwith Avenue, will be temporarily opened to vehicular traffic to allow access to the impacted residents.

The project will be carried out by a Town approved Contractor (Outdoor Décor Canada Ltd.) under the direction of Town of Whitby Construction Staff.  

Due to the scope of the work involved, every effort to complete the construction work as quickly and efficiently as possible will be made; however, please note that unfavourable weather conditions and unforeseen circumstances may influence the work schedule.

Areas that are disturbed by new construction work will be restored as quickly as possible. Waste collection will be maintained by the Contractor for pick up on your regular day.

The Town of Whitby would like to thank you for your patience as this construction work is undertaken and apologize for any inconvenience this may cause you. Once the project is completed, we are confident that the construction effort will continue to serve the area for many years.  Again, we sincerely appreciate your understanding in this regard and will make every effort to complete the construction work as quickly and efficiently as possible.  

Columbus Road Culvert Repair – Contract T-2-2025

Construction for the culvert repair on Columbus Road, 80m east of Garrard Rd is tentatively scheduled to begin on the week of June 16, 2025. The work is expected to be completed by August 29th, 2025.

The planned work will consist of structural repairs to the existing culvert, replacement of existing cable guide rail to steel beam guide rail, place concrete outlets, repairs on the existing concrete surfaces, as well as installation of rip-rap along the north-east, north-west and south-west quadrants of the existing culvert. Temporary traffic signals will be placed to restrict traffic flow through the work zone. 

The project will be carried out by a Town approved Contractor under the direction of Town of Whitby Construction Staff.

Euclid Street / Walnut Street – June 23, 2025 to June 27, 2025:

• Complete all driveway restoration
• Asphalt base repairs
• Maintenance hole and water valve adjustments

Please Note: base asphalt paving is scheduled for July 2, 2025. Euclid Street (Dundas Street to Walnut Street) and Walnut Street (Euclid Street to Kent Street) will be closed during paving operation.

Rice Drive – beginning June 23, 2025:

• Concrete curb and sidewalk removals
• Form and pour concrete curb and sidewalks

Following the overlay project on Euclid Street and Walnut Street the below streets will be completed in July and August with the Urban Resurfacing contract:

• Henderson Drive - Bassett Boulevard to Rice Drive
• Rice Drive - Bassett Boulevard to Henderson Drive – concrete works have began
• Hazlewood Drive - Manning Road to Scott Street

Supply and Installation of Pedestrian Crossovers (PXO) Update – Contract T-4-2025

Beginning the week of June 2, 2025 the planned work includes the installation of pedestrian crossovers at 6 locations in Whitby. Pedestrian crossovers will require specific signages, pave markings, flashing beacons, audible pedestrian push buttons, and concrete sidewalk connections. The project work will be carried out by a Town approved Contractor (Atlas Paving Company Inc.) under the direction of Town of Whitby Construction Staff.  

The following locations are included in this years contract:

• Anderson Street at Promenade Drive
• Carnwith Drive at Bayern Drive
• Carnwith Drive at Darius Harns Drive
• Water Street at Temporary Trail
• Garrard Road at Rolling Acres Drive
• Garrard Road at Westwood Road

The Town’s annual road construction program includes things like the removal of existing asphalt, new asphalt pavement, road resurfacing, and more.

Like many municipalities, some older roads in Whitby have been found to contain asbestos fibres, which require care when being removed. Asbestos was a popular material widely used in asphalt mixes until the early 1980’s to improve the performance of the asphalt.

Here’s the five-step process the Town takes for safely removing asbestos fibers once they are identified in a road.

With the above process and safety precautions being implemented, the risk of exposure to asbestos for residents, workers, and bystanders is extremely low.

1. Assessment and Planning: conduct a thorough assessment to identify the extent of the asbestos fibres in the road. Develop a detailed removal plan, including safety protocols.
2. Notification and Communication: two notices are hand-delivered to area residents and community partners (ex. area school) to outline the process and timing for removal prior to the start of any road work. On-site signage is also prepared for install. 
3. Site Preparation: set up a controlled work zone around the contaminated area. Implement safety measures.
4. Asbestos Removal: employ trained professionals to carefully remove asbestos fibres. Implement safety protocols to prevent airborne fibres, such as wetting pavement throughout the process.
   
   Note: Residents may also notice those dealing directly with the asphalt material wearing personal protective equipment as a precaution. Residents who live in or frequent the area where work will be undertaken should avoid the immediate work site during the asphalt removal process.
   
   
5. Disposal and Cleanup: safely transport and dispose of asphalt containing asbestos at provincially approved disposal sites. Conduct a thorough cleanup and post-work air monitoring to confirm no presence of asbestos.
